AP: Smoke from US wildfires boosting health risk for millions

After last year's deadly wildfires in California brought weeks of sooty skies to cities along the West Coast, the AP decided to take a closer look into the broader impacts of the massive smoke plumes.

Billings, Montana, correspondent and environment team member Matthew Brown teamed with Denver video journalist P. Solomon Banda to produce an all-formats report on the growing public health threat from wildfire smoke. Their work grew from a body of research that points to where smoke impacts will be worst – a broad swath of the West that includes more than 300 counties with tens of millions of people.

For diligent reporting that provided a deeper look into how wildfires affect communities throughout the region, Brown and Banda earn this week’s Best of the States award.

APNewsBreak: Records show Montana official’s misuse of state vehicle

When the Helena Police Department cited the statute of limitations in declining to bring charges against Montana Secretary of State Corey Stapleton for misuse of a state-owned vehicle, Helena reporter Amy Hanson dug deeper.

After multiple public-records requests Hanson found that Secretary of State Corey Stapleton traveled tens of thousands of miles more than what had been previously reported, including many times when he had no official events on his calendar. And she found that the misuse continued until he turned in the vehicle in March, well within the statute of limitations.

For determined reporting that resulted in a textbook example of accountability journalism, Amy Hanson wins this week’s Best of the States award.

for telling the story of migrants who obeyed U.S. instructions and have been waiting in Mexico to apply for asylum. A new lawsuit alleges the Trump administration is carrying out a ‘bait and switch’ by now banning asylum for many of those immigrants who passed through another country on their way to the U.S. border. https://bit.ly/2MdUBDy

Going to extremes to tell the story of sexual violence and shortcomings of enforcement

In western Alaska, rape survivors and their supporters say Nome’s police department has often failed to investigate sexual assaults, especially when the victims are Alaska Native women.

Delivering sensitive-but-powerful coverage from a challenging environment, enterprise photographer Maye-E Wong and freelance correspondent Victoria Mckenzie tell the story of average Americans struggling with sexual violence and law enforcement in small communities. Their work made clear that Nome’s struggles don’t represent an isolated case; it is a microcosm of how police and towns and cities across the U.S. have failed survivors of sexual assaults.

For going to extremes – literally and figuratively – to shed light on a remote corner of the larger issue of sexual violence and enforcement, Wong and Mckenzie share this week’s Best of the States award.

In the face of death, the party of a lifetime

In a world focused on life and survival, death is often unseen, endured in private and acknowledged in glowing obituaries or tragic news stories. It’s also mostly out of the control of the person who is dying.

Now, with nine U.S. states allowing terminally ill people to end their lives with fatal drugs, thousands of people have legally chosen how and when to end their lives.

Seattle Photographer Elaine Thompson has long wanted to show the real, personal side of what often comes across as an impersonal process. She spent months looking for the right subject, getting tantalizingly close to success before plans fell through. She stuck with it, and when she found Bob Fuller, she enlisted reporter Gene Johnson to tell his story.

This week’s Best of the Week goes to the team of Elaine Thompson and Gene Johnson who chronicled how one man, in the face of death, created the party of a lifetime.

In Mississippi Delta, Catholic abuse cases settled on cheap

As allegations of sexual abuse by clergy have proliferated across the Catholic Church, millions of dollars in settlement money has been paid to victims. Some have received as much as $500,000 apiece.

At an IHOP in the Mississippi Delta, a white official from the Franciscan religious order offered to pay him just $15,000 to keep years of alleged abuse secret.

“He said if I wanted more, I would have to get a lawyer and have my lawyer call his lawyer,” Love told The Associated Press. “Well, we don’t have lawyers. We felt like we had to take what we could.”

The story, the latest in AP’s investigation into abuse in the Catholic Church, revealed deals struck with two black men for abuse they said happened in grade school that represent far lower amounts than what other clergy abuse survivors have received. It also revealed the men had been asked to sign nondisclosure agreements, which had long been banned by U.S. Catholic leaders.

Despite the challenges, the team – investigative reporter Mike Rezendes, photographer Maye-E-Wong, video journalist Sarah Blake Morgan, digital storytelling producer Samantha Shotzbarger and researcher Randy Herschaft – produced extraordinary work. Herschaft discovered several critical threads that showed an alleged abuser was working with children even after the church had known about one of the men’s allegations.

For their sensitive work on a complex, emotional and previously untold story, the team of Rezendes, Morgan, Wong, Shotzbarger and Herschaft win this week’s Best of the States.

All-formats reveal: California to build world’s largest animal crossing

for reporting about the world’s largest animal crossing, planned for the U.S. 101 freeway northwest of Los Angeles. California transportation officials didn’t have much to say about the plan, but Weber connected with a source at the National Wildlife Federation, a major backer of the project. They gave AP access to plans, renderings and other images, and eventually the site itself. The organizers allowed the AP all-formats package, which received extraordinary play, serve as the project’s public announcement. https://bit.ly/2KXSGnl

Source’s tip, weeks of planning put AP at scene of massive Mississippi immigration raids

Because San Diego correspondent Elliot Spagat received a tip that U.S. Immigration and Customs Enforcement agents were planning massive raids on food processing plants, AP was uniquely positioned – literally – when ICE stormed seven Mississippi chicken processing plants and arrested 680 people, the largest workplace raid in a decade.

ICE’s acting Director Matthew Albence said that the investigation was so secret that even the White House didn’t know.

On the day of the raids, weeks of persistence and planning put AP way ahead of local and national media in the speed and depth of the report. Photographer Rogelio V. Solis was the only journalist on scene when about 600 agents simultaneously hit the plants, while his Jackson colleague, reporter Jeff Amy, got an exclusive interview with Albence.

Their multiday coverage received monster play, including 3 million social interactions for the first-day story alone.

For scoring scoops on a major ICE operation, Spagat, Amy and Solis are the winners of this week’s Best of the States honors.

AP investigative team reveals how Michigan-based group quietly helped abusive priests

It was a piece of investigative journalism that yielded stunning revelations about the role of Opus Bono Sacerdotii, a small nonprofit in Michigan that has been quietly providing money, shelter and legal help to hundreds of Catholic priests accused of sexual abuse.

Investigative reporters Martha Mendoza, Garance Burke and Juliet Linderman launched an aggressive effort using shoe leather and Freedom of Information requests to unravel the story behind the organization. Photographer Paul Sancya told the story through a powerful set of images, while videographer Mike Householder produced his own compelling piece.

The riveting story received prominent play and gathered growing interest as it was translated and published in predominantly Catholic countries around the world.

For a story that revealed a startling but little-known group in the shadows of the church’s sexual abuse scandals, Mendoza, Linderman, Burke, Householder and Sancya win AP’s Best of the Week.

Only on AP: Big farms find easy ways around caps on tariff aid

An AP Best of States mention in February about the hundreds of companies avoiding President Donald Trump’s steel tariffs raised questions about Trump’s $12 billion aid package to farmers hurt by the tariffs. What happened next shows how states can produce sharp, data-driven journalism – simply by calling on the data team for help.

AP filed Freedom of Information Act requests for U.S. Department of Agriculture data that was analyzed by Balint Szalai, a Hungarian investigative reporter embedded with AP’s data team, and Washington data team intern Riin Aljas.

Among their findings: Many big farming operations were legally collecting far more than the supposed caps on aid.

Meanwhile, Minneapolis reporter Steve Karnowski spoke to longtime USDA critics and interviewed farmers who defended taking the big checks, saying they didn’t even cover their losses under Trump’s trade war.

The Only-on-AP story ran on dozens of sites, and because the data and analysis were released to AP members in advance, many chose to localize their stories.

AP Exclusive: Florida targeting massage parlor prostitution, trafficking

When police busted several massage parlors engaging in prostitution in Florida in February, New England Patriots owner Robert Kraft drew all the attention, but hundreds of other men were also charged in what seemed like a new approach for Florida authorities.

AP Florida reporters Mike Schneider, Orlando, and Terry Spencer, West Palm Beach, seized on the Kraft-driven attention to dig into legal issues surrounding massage parlors and prostitution in Florida. With a deep dive into state records and a key interview with a local source, the pair landed an AP Exclusive that showed a change in strategy: Usually only low-level massage therapists were arrested. Owners were rarely charged and typically faced only fines and probation. Johns typically were not charged at all.

But the recent investigation had instead focused heavily on the possibility of widespread human trafficking. Several spa owners were charged with felonies, and authorities also charged 300 men accused of being patrons, including Kraft and the former president of Citigroup. The Martin County sheriff told Spencer that he wanted to shut down the sex-massage industry in part by targeting the demand side.

Strong play included prominent display in The Washington Post.

For their enterprising use of state records and source-building to find an AP Exclusive in a story that drew enormous global attention, Schneider and Spencer win this week’s Best of States award.

Team coverage of African migrants at US-Mexican border

for impressive teamwork and collaboration, using AP’s footprint to tell the story of African immigrants arriving at the U.S.-Mexico border in record numbers. When the migrants started showing up in remote areas of Texas, the immigration beat team deployed Selsky, a former Africa bureau chief. He found many of the African migrants being put on buses to Maine, where Whittle and Amendola picked up the story, covering Congolese and Angolan asylum seekers at a Portland gymnasium converted into a shelter. AP investigation: Top US cardinal accused of mishandling abuse allegations against deputy

Vatican correspondent Nicole Winfield’s five-month investigation revealed the stunning allegations: A high-ranking Catholic priest had a sexual relationship with a Houston woman for more than a year, counseled her husband on their marital problems, pressed for hundreds of thousands of dollars in donations from the couple and continued to hear her confession.

But the cardinal overseeing the church’s handling of sexual abuse allegations in the United States approved the priest’s transfer to a church two hours away.

The fallout from Winfield’s revelations was swift: The priest was suspended and church officials reopened their inquiry into the handling of parishioner Laura Pontikes’ accusations.

To tell the sensitive story, Winfield – and a team that included Raleigh-based national writer/video journalist Allen Breed, New York global enterprise photographer Wong Maye-E and Houston correspondent Nomaan Merchant – meticulously planned coverage in each format, including on-camera interviews with Pontikes and her husband, and photos and video of the cardinal and the accused priest.

For an investigation that cast doubt on a top church official’s handling of a case involving startling allegations of abuse, Winfield, Breed, Wong and Merchant wins AP’s Best of the Week award.

Source work leads to scoop on new mass facility for immigrant children

for breaking news that the U.S. government is opening a mass facility for migrant children in Texas and considering detaining hundreds more youth at three military bases, adding up to 3,000 beds to the overtaxed system. Acting on a tip from a key source, Burke left other news organizations scrambling, and she had details no one could match, including the number of beds planned for each new facility amid a wave of new arrivals, and context about the two deaths of children inside the system. https://bit.ly/2K8NJc4

APNewsBreak: Navy reassigns unconventional war college head after AP reveals probe

“... Due to the distractions caused by the unfounded AP article last week, I am stepping down as President of YOUR college effective immediately.”

Rear Admiral Jeffrey Harley, head of the elite U.S. Naval War College, pushed the button on that all-staff missive Monday after the Navy announced it was reassigning him in the wake of exclusive reporting by Jennifer McDermott and Michelle R. Smith – reporting that produced two APNewsBreaks in 72 hours.

Their first NewsBreak moved Friday, confirming the military was investigating allegations that Harley spent excessively, abused his hiring authority and otherwise behaved inappropriately, including keeping a margarita machine in his office. Three days later, the AP team was first again with word that the Navy was removing Harley from his post pending the outcome of its probe.

Both stories gained huge traction with customers and on social media. The scoops by McDermott’s and Smith were “just the tip of the iceberg,” one source said, and they’ve since led to new tips.

For dogged and diligent reporting that exposed questionable leadership at the heart of the Navy’s brain trust, McDermott and Smith win this week’s Best of the States prize.

Teamwork and drone visuals lead coverage after tornadoes rip western Ohio

There’s a real difference between straight aerial photography and the bird’s-eye view that AP’s audience had of the destruction after a series of tornados touched down in western Ohio late on Memorial Day. Using a drone, Cincinnati photographer John Minchillo and video journalist Angie Wang provided those images from a rare perspective – both still photos and video – showing residents coping with the wreckage and sorting through their gutted homes.

The resulting video coverage was our overall top U.S. video story for the week, and Minchillo’s still photos were widely played, including front pages of the Washington Post and Wall Street Journal. Two of his photos appeared in NBC’s The Week in Pictures.

From small details to sweeping landscapes of destruction, their dedication, teamwork and speed of delivery make John Minchillo and Angie Wang this week’s Best of the States winners.

Immigration team finds 13,000 immigrants on wait lists in Mexico to cross the border

for all-format reporting across the U.S.-Mexico border, revealing that 13,000 immigrants are stuck in Mexico on haphazard wait lists that have formed as the Trump administration placed limits on how many asylum cases it accepts each day. The team visited the eight main locations where lines were forming and tallied the number of people on the various lists, finding some migrants sleeping in tents for months on end, vulnerable to violence and shakedowns. A powerful retrospective and breaking news, 20 years after Columbine mass shooting

Twenty years have passed since the Columbine high school massacre, which was, to many people, the beginning of school shootings as we know them. In those years, life has changed: Mass shootings happen again and again, schoolchildren participate in lockdowns instead of fire drills, and many reflect on the moment in time when two young men took 13 lives with them on their suicidal quest.

AP was uniquely positioned to cover the two decades since the massacre, with journalists who were there, those who cover the Colorado community every day, and experts in polling, education and guns. Stories by Denver reporter Kathleen Foody and videojournalist Peter Banda led a deep all-formats package by dozens of journalists across the AP telling not just of the carnage but of those who survived it, their struggle, and the future.

But all the planning couldn't prepare anyone for this spot development: Early in the week, Sol Pais, a young Florida woman, prompted panic over a possible attack at Columbine, later taking her own life near the Colorado school. Miami reporter Kelli Kennedy tracked down a good friend of Pais who not only filled in personal details about her in an exclusive interview, but supplied photos of Pais and cast doubt on the official narrative about her friend.

The overarching theme of the spot and enterprise coverage focused on the short and long-term mental health issues from school shootings. The result was a unique, meaningful package that received impressive play nationally – online and in print. The video was among the top-used AP videos of the week.
