AP team exposes perilous conditions and spurs action for 250 kids at Border Patrol lockup

First word came from a trusted source cultivated by AP investigative reporter Garance Burke – Customs and Border Protection was holding 250 migrant infants and children at a Border Patrol station in Clint, Texas, without enough food, water or basic sanitation. “Are you available today?” the source asked, and AP swung into action.

El Paso, Texas, correspondent Cedar Attanasio met with attorneys who had just interviewed the children, while investigative reporter Martha Mendoza set to work contacting lawmakers and government officials. Burke, with the help of attorneys, found parents of the young children who were locked inside and inconsolable. The trio worked through the night, drafting a story focused on the fact that girls as young as 10 were caring for a toddler handed to them by a guard.

The story had enormous impact almost immediately. National outlets scrambled to match the story, citing AP extensively. The reporters’ next-day story was about lawmakers’ calls for change, and on Monday Mendoza and Burke again broke news: The Trump administration was moving most of the children out of Clint.

For a highly significant scoop that dominated the news cycle on multiple days and returned world attention to the border crisis, Mendoza, Burke and Attanasio win AP’s Best of the Week award.

AP investigation: Guam’s ex-archbishop protected culture of clergy sex abuse of children

Knowledge of clergy sex abuse is widespread on the mainland of the United States. But it has long been a secret in the small, overwhelmingly Roman Catholic U.S. territory of Guam.

Washington-based investigative reporter Michael Biesecker, working with Atlanta-based enterprise photographer David Goldman and Seattle video journalist Manuel Valdes, helped to puncture that veil of silence when AP examined thousands of pages of court documents in lawsuits brought by abuse victims and then conducted extensive interviews.

The AP team detailed a pattern of repeated collusion among predator priests, with abuse that spanned generations and reached all the way to the top of the territory’s church hierarchy, ruled over by then-Archbishop Tony Apuron, who himself had been accused of the rape of a 13-year-old choir boy when Apuron was a parish priest.

The care and sensitivity of the reporting and images were essential to the project’s power. “To see my story told in this way gives me a lot of peace, that I have a purpose,” said Walter Denton, a former U.S. Army sergeant and survivor of abuse nearly 40 years ago.

For telling a sensitive and little-known story of systemic clerical abuse dating from the 1950s to as recently as 2013, Biesecker, Goldman and Valdes share AP’s Best of the Week award.

AP mobilizes cross-formats response to deadly mass shootings in Texas and Ohio

AP’s U.S. staff has a lot of practice in responding to mass shootings. But two major events in 24 hours tested even the most experienced staff.

They rose to the challenge.

Soon after noon Central time on Saturday, Aug. 3, reports began to surface about an active shooter at an El Paso, Texas, mall. A local news station initially reported that 18 people were shot inside a Walmart – a number which by Monday would rise to 22 dead and two dozen injured.

The quick reaction of AP staff around the country and beyond – in the office, at home and even on vacation – ensured the AP was fast, accurate and leading the way on what would become one of the biggest stories of the year. Text, photo and video staffers converged on El Paso, while colleagues around the country worked sources, contributed to the stories and managed the coverage.

Among the standout reporting was an early interview with a woman who told the heartbreaking story of her sister who died while shielding her 2-month-old son – just a small part of the terrific cross-format continuing coverage.

As the Texas team was just catching its breath, reports of another massacre emerged overnight, this time in Ohio. AP’s initial alert was followed four minutes later by the alert that a shooter killed nine people, including his own sister, before police shot him dead. The East Desk immediately dispatched Ohio staff and others to Dayton.

AP beat competitive agencies with photos and numerous live shots, as well as an incredibly compelling interview with a man who watched his father die in his arms. Elsewhere, many of the same supporting cast already working the El Paso story from afar stepped in on Ohio as well, complementing the coverage on the ground.

For its quick, nimble response, precise reporting and robust, cross-format content on two highly competitive breaking stories, the U.S. staff is recognized with this week’s Best of the States award.

AP investigative team reveals how Michigan-based group quietly helped abusive priests

It was a piece of investigative journalism that yielded stunning revelations about the role of Opus Bono Sacerdotii, a small nonprofit in Michigan that has been quietly providing money, shelter and legal help to hundreds of Catholic priests accused of sexual abuse.

Investigative reporters Martha Mendoza, Garance Burke and Juliet Linderman launched an aggressive effort using shoe leather and Freedom of Information requests to unravel the story behind the organization. Photographer Paul Sancya told the story through a powerful set of images, while videographer Mike Householder produced his own compelling piece.

The riveting story received prominent play and gathered growing interest as it was translated and published in predominantly Catholic countries around the world.

For a story that revealed a startling but little-known group in the shadows of the church’s sexual abuse scandals, Mendoza, Linderman, Burke, Householder and Sancya win AP’s Best of the Week.

for the first agency interview with Indonesian President Joko Widodo since his re-election last April. Wright pressed his contacts at the palace until they agreed to the interview, and when the palace requested that someone with Middle East expertise conduct the interview, Laub joined the Jakarta team for a wide-ranging interview. When worlds collide: FOIA reveals ousted Iowa official’s fixation with Tupac Shakur

When Gov. Kim Reynolds abruptly fired Jerry Foxhoven, the head of the Iowa Department of Human Services, she refused to say why.

But within days of the firing, Iowa City correspondent Ryan J. Foley got a startling tip: The ouster may have been due to Foxhoven’s over-the-top fondness for the late Tupac Shakur. A Freedom of Information Act request yielded 350 pages of official emails referencing the hip-hop artist, and on the day before Foxhoven was asked to resign he had sent a mass email to all 4,300 DHS employees telling them to commemorate Shakur’s birthday.

Foley’s story caused a nearly instant sensation in Iowa and among national outlets that credited the AP for the scoop while giving their own spin on the story.

For investigating a tip rather than laughing it off, and then writing a story that managed the rare feat of connecting state government to a 1990s rap icon, Foley wins this week’s Best of the States award.

One face of immigration policy: 9-year-old in Texas still separated from Guatemalan family

Houston-based immigration reporter Nomaan Merchant uncovered a heartbreaking tale in his coverage of the lingering toll of President Donald Trump’s family separation policy: a 9-year-old boy, Byron Xol, who is still separated from his parents. The boy eventually landed in the home of a Texas family who took custody of the child, while his parents were deported to Guatemala.

Merchant had been looking for an opportunity to write a detailed narrative that would illustrate the stress that separations have on families. When he learned on short notice of Byron’s upcoming birthday, he decided it was the perfect time to tell the tale.

Merchant and his Houston colleagues – video journalist John Mone and photographer David Phillip – went to the boy’s current foster home outside Austin. Meanwhile, photographer Santiago Billy, reporter Sonny Figueroa and video stringer Sergio Alfaro went to the Guatemalan village of the Xol family. Together they captured the emotion of the day and the sharp contrast between the two worlds, as the dad phoned Byron on his birthday.

The story they produced was gripping, used by more than 400 AP members in the U.S. It was just one of a series of strong pieces that have put names, faces and personal narratives to the immigration story, keeping AP’s coverage ahead.

Only on AP: Big farms find easy ways around caps on tariff aid

An AP Best of States mention in February about the hundreds of companies avoiding President Donald Trump’s steel tariffs raised questions about Trump’s $12 billion aid package to farmers hurt by the tariffs. What happened next shows how states can produce sharp, data-driven journalism – simply by calling on the data team for help.

AP filed Freedom of Information Act requests for U.S. Department of Agriculture data that was analyzed by Balint Szalai, a Hungarian investigative reporter embedded with AP’s data team, and Washington data team intern Riin Aljas.

Among their findings: Many big farming operations were legally collecting far more than the supposed caps on aid.

Meanwhile, Minneapolis reporter Steve Karnowski spoke to longtime USDA critics and interviewed farmers who defended taking the big checks, saying they didn’t even cover their losses under Trump’s trade war.

The Only-on-AP story ran on dozens of sites, and because the data and analysis were released to AP members in advance, many chose to localize their stories.

When senior Environmental Protection Agency officials sent an email to Craft, the U.S. ambassador to Canada, the acknowledgment email they received wasn’t from the ambassador. It was from her husband, coal magnate Joseph Craft, a wealthy GOP donor who has joined the coal industry in pressing for access and regulatory relief from the EPA and the Trump administration. It wasn’t the first time the Crafts had blurred roles – and email accounts – raising questions as senators consider her nomination to the U.N. Searing photo of migrant drownings launches all-formats AP coverage across borders

When New York photo editor Pablo Salinas alerted colleagues to the image of a drowned father and daughter from El Salvador lying face-down in the Rio Grande after they tried to cross into Texas, it was clear it captured, like few other images, the dangers faced by migrants and asylum-seekers trying to make it to the United States.

AP’s much-applauded decision to acquire and publish that image by freelance reporter Julia Le Duc, showing the stark and often-hidden reality of migrants dying by the hundreds each year along the U.S. border, showcased AP’s significant role in shaping the news agenda.

It also stands as a lesson for AP staff with several important takeaways, highlighting the role of editors to find, gather and acquire important images for AP’s global audience, the role of AP’s Top Stories Hub to coordinate and amplify news stories, and the value of rapid response by journalists in the region to verify, report and provide context for any news-making picture.

AP Analysis: EPA data says US air quality is slipping; EPA regulation could make it worse

Washington science writer Seth Borenstein knew the U.S. Environmental Protection Agency was not going to notify anyone when it posted new data on the nation’s air quality for 2018, but he knew where it would be posted. He also knew that the Trump administration was poised to replace an Obama-era clean-air rule with a new regulation that was friendlier to coal-fired power plants, so he kept checking for the agency’s data.

When the data finally showed up, Borenstein teamed with New York-based Health and Science data journalist Nicky Forster to evaluate the data, put it in context and run it by scientists. Forster even pointed out errors that the EPA was forced to correct.

Their persistence made AP the first to report that the annual number of days of poor air quality in the U.S. had increased for the second year in a row, after decades of improvement. The story ran on the eve of the EPA’s announcement of its loosened regulation, undermining the rationale for the new standards with the government’s own numbers. Trump’s new rule, experts told the AP, could turn what is so far a modest backslide into a deadly trend.

For diligent reporting and sophisticated analysis to hold a federal agency accountable for its data and regulatory policy, Borenstein and Forster earn this week’s Best of the States award.

25 years after unresolved killings, O.J. Simpson tells AP: ‘life is fine’

Two weeks before the 25th anniversary of the killings that led to O.J. Simpson’s “Trial of the Century,” special correspondent Linda Deutsch was summoned from retirement to try to coax an interview from the fallen football star. Simpson hadn’t submitted to an interview since being released from prison in 2017, and he turned down an interview request from Deutsch last year. But Deutsch tried again, this time by phone. O.J. didn't want to talk, but he relented after Deutsch reminded him that if he spoke to her, AP’s story would reach all media.

Simpson wouldn’t discuss the crime, but he provided a glimpse into a life now very much outside the public eye, telling Deutsch “life is fine,” a quote that stung any who believed he got away with murder.

Deutsch’s story, including two photos of Simpson at home that were exclusive to the AP, was the day’s top-read AP story online, and the centerpiece of a multi-story package looking back at Simpson’s trial, its key figures and its impact.

AP investigation: Top US cardinal accused of mishandling abuse allegations against deputy

Vatican correspondent Nicole Winfield’s five-month investigation revealed the stunning allegations: A high-ranking Catholic priest had a sexual relationship with a Houston woman for more than a year, counseled her husband on their marital problems, pressed for hundreds of thousands of dollars in donations from the couple and continued to hear her confession.

But the cardinal overseeing the church’s handling of sexual abuse allegations in the United States approved the priest’s transfer to a church two hours away.

The fallout from Winfield’s revelations was swift: The priest was suspended and church officials reopened their inquiry into the handling of parishioner Laura Pontikes’ accusations.

To tell the sensitive story, Winfield – and a team that included Raleigh-based national writer/video journalist Allen Breed, New York global enterprise photographer Wong Maye-E and Houston correspondent Nomaan Merchant – meticulously planned coverage in each format, including on-camera interviews with Pontikes and her husband, and photos and video of the cardinal and the accused priest.

Rich, compelling coverage of D-Day 75 years on, an all-formats collaboration across 2 continents

It was a story that took months of planning and coordination across a half-dozen countries and two continents: the 75th anniversary of the D-Day invasion that marked the turning point for the Allied victory in World War II. The Associated Press has had a presence on the beaches of Normandy since the actual invasion in 1944, but AP’s teams in Europe knew that the 2019 event would require an extra effort – it was likely the last major anniversary that veterans who fought in the battle would be alive to tell their stories.

Staffers in Europe and the U.S. went to work months in advance of this crucial anniversary to lay out detailed plans of the distinctive coverage, bringing together reporters in all formats and in multiple countries.

Thanks to the cross-continent teamwork and significant planning and customer outreach, the play was superb. Dozens of customers used the video packages, and the photos and text stories have been mainstays on front pages since the package rolled out, culminating with standout spot coverage of the anniversary.

AP examines patient consent before pelvic exams; states, med schools split on legislation

“Don’t dismiss a [story] idea just because it’s unfamiliar. Pelvic exams aren’t exactly in the wheelhouse of the State Government Team, but it turned out to be a really terrific and distinctive topic.”

That’s one editor’s takeaway from a story by Providence, Rhode Island, reporter Jennifer McDermott and Seattle medical writer Carla Johnson, both of whom, acting on a heads-up from New York photo editor Jenny Kane, found that it’s common practice for medical students to perform a pelvic exam on women under anesthesia as part of their training. Whether the patients have given consent for that exam is not clear, drawing the interest of state lawmakers.

The pair faced multiple obstacles in reporting the story, including initial reluctance by doctors and harried legislators to discuss the issue, but McDermott and Johnson succeeded in defining the conflict between medical schools and elected officials seeking to protect patient rights. Their efforts resulted in a unique story that received heavy play among major AP customers, both online and in print.

For their teamwork, execution and sensitive handling of a complex topic, McDermott, Johnson and Kane win AP’s Best of the Week award.

Source development, persistence land AP scoop with clues to failed Venezuelan uprising

The plot was bold: Fuel a military uprising in Venezuela by shifting the loyalty of key leaders, putting them in opposition to President Nicolas Maduro. But the plan to help the U.S.-backed opposition leader backfired at the moment of truth, prompting an understandable reaction from press to find out what went wrong.

While most other media speculated, AP Andean News Director Joshua Goodman used dogged reporting and years of source development to break the untold story of how the Obama and Trump administrations missed golden opportunities to woo two generals that the White House said were central to the plan.

The story garnered major play among customers and APNews users, and even earned the attention of U.S. Sen. Marco Rubio, a driver of U.S. policy on Venezuela, who praised Goodman on Twitter.

For unearthing pivotal clues around a shadowy turn of international events, Goodman wins AP’s Best of the Week.

AP Exclusive: California synagogue hadn’t used security funds received shortly before shooting

After a gunman opened fire in a Southern California synagogue on Passover, killing a woman and wounding a man, his 8-year-old niece and the rabbi leading the service, the inevitable question was asked: Could anything have been done to stop the violence?

Reporters Don Thompson and Adam Beam in Sacramento and Julie Watson in San Diego combined to report exclusively that the synagogue itself had recognized security deficiencies and even received a state grant to address them.

But it hadn’t spent the money, the AP team revealed.

For their exclusive follow-up to a crime that generated global attention, Thompson, Watson and Beam win this week’s Best of the States.

Impressive all-formats response to Sri Lanka’s Easter Sunday bombings

It was a merciless attack in a part of the world not immediately associated with Islamic extremism. But what was behind the Easter attacks in Sri Lanka that killed more than 300 people, and why did the government fail to stop it despite early warnings?

Getting images and news out to the world was a monumental task, but one that AP reporters, photographers and videojournalists took on with tremendous skill and dedication.

The initial reporting came from the Colombo-based team of reporters Krishan Francis and Bharatha Mallawarachi and photographer Eranga Jayawardena. They were backed by correspondent Emily Schmall in Delhi, who would join them, breaking news with a live interview of the prime minister.

Local stringer Jay Palipane shot the first video, reinforced by Delhi-based videojournalists Shonal Ganguly and Rishabh Jain, who joined Palipane in providing hours of live coverage.

Bangkok-based Sri Lankan photographer Gemunu Amarasinghe flew in, covering intimate moments of grieving relatives, soon to be joined by Delhi-based Manish Swarup who produced a moving photo essay from one of the attack sites.

Other highlights included coverage of a raid on militants and an Only on AP story about the first post-attack church service by Gulf News Director Jon Gambrell. Seoul Chief of Bureau Foster Klug examined the little-known local terror cell behind the attack.

Play was tremendous in all formats as the world remained fixated on the continuously developing story.

For their outstanding work in the face of stiff challenges, the team of Francis, Mallawarachi, Jayawardena, Palipane, Schmall, Ganguly, Jain, Amarasinghe, Gambrell, Swarup and Klug wins this week’s Best of the AP.

‘Destined to Burn’: AP, media organizations join forces to expose California wildfire risks

A groundbreaking collaboration among California newspapers and The Associated Press started with a tweet.

Northern California News Editor Juliet Williams saw on Twitter that the editor of The Sacramento Bee, a McClatchy paper, was driving to meet with the editor of the Chico Enterprise-Record, a MediaNews paper, to talk about wildfire coverage. Williams reached out, offered the AP’s help, and a partnership was born, with the goal of illuminating problems and pointing to potential solutions to California’s increasingly deadly wildfires.

The results: nearly a dozen stories, including an analysis of data by McClatchy and AP Los Angeles-based data journalist Angeliki Kastanis revealing that more than 350,000 Californians live in towns and cities almost entirely within zones of very high wildfire risk. An analysis also found that a 2008 building code for California’s fire-prone regions can make the difference in whether homes burn or not, but there’s little retrofitting of older homes.

The partnership’s next installment was focused on evacuation planning, revealing that many communities wouldn’t share the information or didn’t have an adequate plan, or any plan at all. Data analysis by USA TODAY Network-California showed many communities had too few roads to get everyone out.

We heavily publicized the package and play was impressive, with hundreds of downloads of the first two installments. Many outlets used the data to report their own stories about local fire risks. And this isn’t the end of the partnership: The next phase will focus on legislative action on wildfire coverage.

When AP engages in collaborations like these we become more than just a content provider to our customers; we’re helping them produce high-impact local coverage that wouldn’t exist otherwise. In this case, the “Destined to Burn” partnership was managed at every level by West Deputy Director of Newsgathering Anna Jo Bratton, who worked for six months with people throughout the AP and the collaborators to make the partnership a success.
