The uneven and often chaotic response to that September surge underscored that Biden, despite campaign promises to overhaul immigration and now with nearly a year in office, lacked a coherent plan for the border.To uncover how Biden's policy, or lack thereof, had come to this point, Spagat teamed up with Monitor investigative reporter Gonzalez, obtaining memos that detailed early conversations about border policy, conducted interviews with high-ranking current and former U.S. officials and Mexican authorities. The piece showcased ”The AP Interview,” a series of sit-downs with key newsmakers.Knickmeyer had long sought a Kerry interview and the timing was ideal in the run-up to the Glasgow, Scotland, conference, but the Washington reporter was promised only 15 minutes with the former secretary of state. Knowing Kerry’s decades of experience in fielding reporters’ questions and managing interviews, Knickmeyer prepared extensively to ensure a revealing interview. She honed a handful of concise, targeted, hard-to-deflect questions after consulting with outside climate experts and AP colleagues.

When the time came, Knickmeyer pressed Kerry for specific answers, politely but repeatedly interrupting when he sought to move the conversation to more upbeat topics. In the short interview she asked variations of the question on Biden’s climate legislation four times. Kerry’s comments represented a swing to a more realistic assessment of the trouble facing Biden’s signature climate initiatives, and the global impact.The resulting all-formats package — including video shot by Huff and edited by Brown — had impact, with many news outlets using AP’s content directly, and others citing AP’s work in their own reporting. AP journalists in three countries had already dominated coverage of the thousands of mostly Haitian asylum seekers who converged on a U.S.-Mexico border encampment when AP had yet another scoop: Despite Biden administration rhetoric, many, if not most, of the migrants were staying at least temporarily in the U.S. under an increasingly chaotic U.S. asylum system.

What followed was another week of outstanding and indefatigable all-formats AP coverage and collaboration, with a steady stream of breaking news and distinctive enterprise, from spot developments at the border, to the Latin American roots of the Haitian surge, to deportees arriving in Haiti amid chaos and violence in a country they barely recognize.

kept following a story much of the media has moved on from: what day-to-day life is like for American resident green-card holders who were left behind after the U.S. military’s chaotic exit from Afghanistan.The pair’s story, based on text messages, emails and phone conversations from those still in Afghanistan to loved ones and rescue groups, and directly with the AP, described a fearful, furtive existence of hiding in houses for weeks, keeping the lights off at night, moving from place to place, and donning baggy clothing and burqas to avoid detection by the Taliban if they absolutely must venture out.All say they were scared the Taliban would find them, throw them in jail, perhaps even kill them because they are Americans or had worked for the U.S. government. And they are concerned that the Biden administration’s promised efforts to get them out have stalled.Investigative reporter Condon and San Diego-based journalist Watson had to walk a fine line, telling individuals’ stories without identifying details that would open them to potential retaliation. Resourceful post-hurricane reporting yields exclusives on Louisiana oil spills

As Hurricane Ida slammed into Louisiana — launching strong AP coverage that would stretch from the Gulf Coast to the Northeast — Washington-based investigative reporter Michael Biesecker contacted federal and state officials who kept telling him they had no confirmed reports of oil or chemical spills along the coast.

But Biesecker’s inspection of aerial photos by the National Oceanic and Atmospheric Administration told a different story. He found a worrying miles-long oil slick in the Gulf of Mexico off the region’s main oil and gas port, and another sheen coming from a massive oil refinery along the Mississippi River.

His persistence led to a series of exclusives on the two oil spills, including the news that divers had identified a broken undersea pipeline as the apparent source of the offshore slick.

For smart reporting that put AP ahead of the competition — and even ahead of the government and energy companies themselves — on an important environmental story in the wake of Ida, Biesecker is AP’s Best of the Week — First Winner.

AP: Breaches of voting software raise election security concerns

broke the news that copies of confidential software for a widely used voting machine had been released publicly during an event held by supporters of former President Donald Trump, leading to wider concerns about election security.After a local elections clerk in Colorado leaked confidential information about her county’s voting machines, Cassidy, an Atlanta-based state government reporter, began calling her sources to get a sense of what the breach could mean for other states that used the same voting machines produced by Dominion Voting Systems. Her source reporting uncovered yet another leak, this time in a county in Michigan where Trump allies had challenged his election loss. teamed up on an all-formats project documenting what happened to historic sums of pandemic aid released to the nation’s schools.Congress has sent more than $150 billion to the states to help K-12 schools since the start of the coronavirus pandemic, but the federal government has no accounting of where that money went. Over a period of months, reporter Mulvihill and data journalists Fassett and Fenn did that painstaking work, going state by state to ferret out how multiple streams of congressional funding as used. The result was a massive but granular database shared with AP customers in advance of publication, showing how much federal money each school district in the country received and how it compared to other schools — public, private and charter.With reporting help from Binkley, the team also produced three distinctive news leads: Most school districts do not intend to spend the money in the transformative ways the Biden administration envisions; virtual schools that were already fully online before the pandemic received as much or more as traditional school districts; and some Republican governors used the windfall to further school choice policies that had previously been blocked by legislatures or courts. A tweet was the seed for this illuminating story. “Most people in my rural, Appalachian hometown are being radicalized at church by their pastor, which is the person they trust the most,” it read. AP’s Global Religion team ran with it.

Reporter Luis Andres Henao and visual journalist Jessie Wardarski visited the parishioners of three churches in Bluefield, West Virginia, including one pastor who had attended the Jan. 6 Washington rally that degenerated into a riot. The AP pair spent weeks convincing him to sit down for an interview. The result was an all-formats package of diverse congregations seeking common ground, even as they are divided on the role of evangelical Christianity in American politics. 

For applying gentle persuasion and balanced reporting to produce a nuanced look at religion and politics in one West Virginia town, Henao and Wardarski win this week’s Best of the States award.

deftly explored political conspiracy theories and those who embrace them, traveling to Wisconsin where thousands of Donald Trump’s most loyal supporters recently gathered to hear speakers, including the former president himself on video, push the lie that the 2020 election was stolen.The subject is challenging to report without bringing more attention to the conspiracies or needlessly demeaning adherents who, though deeply misguided, genuinely believe the lies that are being advanced. Yet this work is critical to understanding the political dynamics that are unfolding every day in the U.S.Colvin’s story stands out from much of the reporting on this right-wing movement because she took the time to listen — really listen — to the people who attended and to understand what motivates them to accept outlandish theories.But Colvin didn’t hold back. Rather than relying on vague adjectives or stock fact-checking paragraphs, she built a narrative that repeatedly points to concrete evidence of what actually happened in the 2020 election. Reporters started hearing anecdotal evidence of states ordering paltry amounts of vaccine in recent weeks, at a time when the Biden administration wants to get 70% of adult Americans vaccinated by July 4.So AP reporters across the country asked governors how many vaccines they were ordering last week. Some states, like Iowa, Kansas and Wisconsin, decided to order a fraction of their allocation, as low as 8% of what’s available to them. Other locations, like New York City, Colorado and Maryland, were asking for their full allocation. Hollingsworth, based in Kansas City, Missouri, and Richmond, in Madison, Wisconsin, fleshed out the numbers with examples of widespread vaccine hesitancy around the country, and what states were doing to entice more shots.The result was a smart mainbar on Saturday that connected the dots in a way that only the AP can, with its 50-statehouse presence. A master class: AP teams deliver sweeping coverage of the migrant surge at the US-Mexico border

When the U.S.-Mexico border became a major front-page story again in recent weeks, the AP set out to tell the story of newly arriving Central American children and families in trademark AP fashion: with compelling all-formats journalism and richly reported viewpoints from migrants to bring perspective to readers on the topic of immigration.

Photographers Julio Cortez and Dario Lopez-Mills, reporters Adriana Gómez Licón and Elliot Spagat, and video journalists Eugene Garcia and John Mone answered the call and more, delivering a string of stories last week that amounted to a master class in how to cover the border.

Among the highlights were the story of a 7-year-old girl crossing the border without her parents in the middle of the night, the story of migrant families dumped by the Biden administration in a dangerous Mexican border town while other families in the same circumstance gained entry into the U.S., and in-flight coverage of a 5-year-old Honduran immigrant en route to Baltimore. The immersive multiformat work received tremendous play.

AP Exclusive: Executioners sanitized official reports of federal inmates’ last moments

AP legal affairs reporter Michael Tarm witnessed 10 of the unprecedented 13 federal executions in the final months of the Trump administration, diligently taking notes on what he saw in the chamber, from the inmates’ last words to their last breaths. 

But weeks after the last execution in mid-January, something nagged at him: The executioner’s official account did not jibe with what he had observed during the execution. Tarm went back, looking through hundreds of filings and court transcripts. His reporting resulted in a stunning exclusive on how the executioners all used euphemisms like “snored” and “fell asleep” while Tarm and other witnesses saw inmates’ stomachs dramatically shuddering and jerking in the minutes after lethal injections.

The sanitized accounts, Tarm realized, raised serious questions about whether officials misled courts to ensure the executions would be completed before Joe Biden, a death penalty foe, took office. His story — the latest exclusive in AP’s coverage of the federal executions — received prominent play and reader engagement.

Merchant used source work and reporting to find and tell the story of a Cuban migrant who was held in a short-term detention facility with her newborn son twice as long as federal rules generally allow. He worked with advocates and the Border Patrol to uncover information about the woman’s case and interviewed her exclusively after her release. Theirs is a story of a high school career disrupted and bookended by two separate traumas. Latest on New York COVID policy: State sent more than 9,000 virus patients to nursing homes

For nine months, AP has led all media on the story of New York Gov. Andrew Cuomo’s controversial directive to return recovering coronavirus patients from hospitals to nursing homes during the pandemic.

Last week, reporters Bernard Condon and Jennifer Peltz added to that record. Using data obtained through the Freedom of Information Act, they reported exclusively that more than 9,000 patients in New York were released under the state’s policy, amid criticism that it accelerated nursing home outbreaks. The latest AP scoop has helped put Cuomo and his administration on the defensive at home and nationally.
