One of the most vulnerable senators up for re-election in 2018 – Democrat Joe Donnelly of Indiana - has staked his nearly two-decade political career on opposition to outsourcing and free-trade agreements that ship American jobs abroad.
Following up on a tip from Washington, D.C., colleague Erica Werner, Indiana Statehouse reporter Brian Slodysko pulled together public documents and customs records to reveal that Donnelly has benefited financially from the very free trade policies he has decried since his first run for Congress. As Slodysko reported in his “Only on AP” story, Donnelly earned thousands of dollars in 2016 alone from stock in the arts and crafts business his family has owned for generations, which ships raw materials to its Mexican factory that produces ink pads and other supplies.
For shining light on something a politician would have preferred left unknown to his constituents, Slodysko wins this week’s Best of the States award.

They’re called “golden visas” – legal permission for non-citizens to reside in the U.S. or other countries in exchange for investment. But how much are such investments worth, and who is making them?
These were questions that AP’s Nomaan Merchant set out to answer, encouraged by Greater China news director Gillian Wong.
After months of searching out data from 20-plus countries, analyzing it and interviewing investors, Merchant could report that more than 100,000 Chinese have poured $24 billion in the last decade into "golden visa" programs across the world, and notably in the U.S. – an exclusive AP analysis that earns the Beat of the Week.
It began as an anniversary story, but one that would break news. With North Carolina’s hotly-contested “bathroom bill,” HB2, in place for nearly a year, AP’s Raleigh bureau was asked by the South Desk to assess the economic impact of the law limiting protections for the LGBT community.
Reporters Jonathan Drew and Emery Dalesio created a spreadsheet tallying the results of their digging, including searches of public records, among them previously unseen state calculations of lost business; they interviewed corporate leaders and state and local officials. And they were able to put a hard minimum figure on huge losses to the state economy even as legislators were negotiating a revision of HB2. “The deal was struck,” The New York Times noted, “days after The Associated Press reported that the backlash against the law would cost North Carolina at least $3.7 billion in business over 12 years.”

An all-formats AP team of Claire Galofaro, Martha Irvine, David Goldman and Angeliki Kastanis set out to find the answer by focusing on one rural Wisconsin county and getting into the lives and mindset of its people. The result was a revealing package that earns the Beat of the Week.
San Diego correspondent Elliot Spagat was chatting with a longtime government source and she mentioned her son applied to Customs and Border Protection but was rejected after failing a polygraph test. She and her son were mystified by the result. Soon after, a member of Spagat’s running group – a military veteran with a stellar resume – told the same story of a failed Border Patrol test.
Intrigued, Spagat brought up the issue during a regular check-in call with an official involved in recruiting for the Border Patrol. The official told him the polygraph failure rate was very high. Spagat knew he was on to something and kept pressing, next talking to Border Patrol Commissioner Gil Kerlikowske, who gave him a failure rate – 65 percent.
But Kerlikowske didn’t see the number as a negative – it meant the agency was applying tough standards to find its officers. Still, a two-thirds failure rate struck Spagat as abnormal but how could he prove it? Comparable data was hard to find.
So Spagat set about creating it.

When federal prosecutors alleged that Kentucky attorney Eric Conn had funneled $600 million in fraudulent disability claims to Appalachia, Claire Galofaro saw a chance to tell a much bigger story.
Over a period of months, Galofaro, the AP’s administrative correspondent in Louisville, sat in on federal hearings and heard the anguish of Conn’s former clients, some severely disabled, others who seemed like they might be able-bodied enough to be working. She met with many who were being asked to prove their disability years after it had first been approved by the government, forced to go searching for old medical records in order to make a case they thought they had already made.
She learned about three people who killed themselves rather than face the prospect of demonstrating, once again, that they were disabled and unable to work.
The exclusive story's foundation was laid months ago, when questions arose about Melania Trump's immigration history and AP contacted employees at the modeling firm where she worked in the 1990s. No office records from the time were found at first. But AP's questions were asked, and one ex-worker kept searching through storage.
Finally, the documents turned up, and when the worker pointed AP to them, they became the basis of a story showing that the future wife of Donald Trump, who has taken strict stands on immigration enforcement, was paid for modeling jobs worth tens of thousands of dollars before she had permission to work in the U.S.

Mike Balsamo in Washington and Mike Sisak in New York trained a lens on a single Bureau of Prisons official, Thomas Ray Hinkle, who received promotions across four decades despite repeated allegations of abuse, misconduct and even admissions by him that he’d beaten inmates in the past as part of a gang of guards called “The Cowboys.”
After being tipped earlier this year to Hinkle’s past, Sisak and Balsamo went about securing and scrutinizing 1,600 pages of documents that provided details of the allegations and developed key sources within the prisons system who corroborated the accusations. Finally, toward the end of the reporting process, they secured comment from Hinkle and the bureau, both of which acknowledged his previous excesses but said he was a changed man.
For a dogged and impactful investigation that caps a year in which their reporting has shaken the hierarchy of the federal prison systems and forced officials to confront abuses long out of public view, Balsamo and Sisak are Best of the Week 1st Winners.
