AP Exclusive: Inside the first major outbreak at an ICE detention center

The reason the warden at a large San Diego detention center gave for not wearing masks amid the pandemic was astonishing – and likely helped fuel a large outbreak.

“Well, you can’t wear the mask because we don’t want to scare the employees and we don’t want to scare the inmates and detainees,” a guard recalled being told.

That’s just the lead of the story by AP’s Elliot Spagat, who landed the first detailed interviews with employees and detainees about the situation at the Otay Mesa Detention Center. Spagat also reviewed hundreds of pages of court documents and government data to provide the most complete account yet of the first major outbreak at a U.S. immigration facility.

For giving readers a behind-the-scenes look at some of the factors that surely contributed to the virus outbreak, and for holding the warden and other officials accountable, Spagat wins this week’s Best of the States award.

AP investigation reveals nonexistent mask shortage

acted on a tip from a former federal official to reveal that hospitals were continuing to ration medical masks for their workers even when they had months of supply in store. The team’s investigation found a logistical breakdown at the heart of the perceived mask shortage, rooted in federal failures to coordinate supply chains and provide hospitals with clear rules about how to manage their medical equipment.The initial tip came from a source inside the U.S. Centers for Disease Control and Prevention, who shared pages of emails asking why U.S. manufacturers weren’t able to sell their products. In a series of interviews, the reporters surveyed hospital procurement officers representing more than 300 hospitals around the country and learned that all had two to 12 months supply of N95 masks in storage, but almost all were limiting workers to one mask per day, or even one per week. AP traces child labor from Southeast Asia’s palm oil fields to major brands, Girl Scout cookies

For the third installment of their groundbreaking investigation into labor abuse in Asia’s palm oil industry, reporters Robin McDowell and Margie Mason linked child labor to the supply chains of the makers of popular cereals, candies and ice creams, including KitKats, Oreos and Cap’n Crunch. They also traced the oil to that most American treat: Girl Scout cookies. 

Joined by photographers Binsar Bakkara and Mark Humphrey, and video journalist Allen Breed, their reporting found that some tens of thousands of children toil in the palm fields, some kept from school and forced to work for free or for little pay. Some are trafficked.

The framing of the story — through the eyes of a young girl in the fields in Indonesia and a Tennessee Girl Scout campaigning to have palm oil removed from the cookies — resonated with readers; reaction on social media led the Girl Scouts to address the issue with their suppliers.

As cases peak, AP duo embeds in a French ICU for a 24-hours in the battle against COVID-19

Just as a second surge of coronavirus cases peaked in France, Associated Press journalists secured exclusive, hard-won access to an intensive care unit in southern France’s largest hospital for 24 hours, capturing the exhaustion, loneliness and dedication medical workers desperately struggling to save lives.

After a full day embedded with the ICU team, AP freelance photographer/video journalist Daniel Cole and global enterprise reporter Lori Hinnant came away with a searing, intimately reported all-formats account of Marseille’s La Timone  hospital, as medical staff tried to keep even one bed open.  

For their dogged pursuit of access, tireless reporting and sensitive, compelling and timely storytelling, Cole and Hinnant earn AP’s Best of the Week award.

AP connects palm oil industry, top brands to abuse of women

followed up on their initial reporting that exposed widespread labor abuse in the palm oil industry, conducting a comprehensive investigation into the brutal treatment of women in the production of the omnipresent ingredient, including rapes by plantation supervisors, serious health issues from toxic chemicals and injuries from back-breaking loads. The pair then traced the oil produced by these women to the supply chains of top Western beauty brands — including conglomerates that make billions of dollars as they market the empowerment of women.Mason and McDowell persuaded dozens of female workers to tell their searing stories, spending months getting the women to trust them and then arranging clandestine meetings in an effort to protect the workers from retaliation by plantation owners. They bypassed the stonewalling of major Western brands that refused to say whether their products contain palm oil by using company data and U.S. Customs records to link the workers’ abuse to the brands’ palm oil supply chains.The package featured striking digital display, video and evocative photos by Indonesia-based stringer Binsar Bakkara, as well as a powerful series of closeups of workers’ hands cradling familiar products containing the fruits of their labor.The story is nearing 250,000 page views on AP News. ‘We went straight to the border’: AP documents Armenians burning their homes in conflict zone

For more than a month, video journalist Mstyslav Chernov and photographer Dmitri Lovetsky tirelessly documented fierce fighting over the disputed region of Nagorno-Karabakh. 

Then, as they were wrapping up their assignment, Armenia signed an agreement ceding the territory to Azerbaijan, triggering protests in Armenia and an exodus of ethnic Armenians from the region now falling into enemy hands. When Chernov and Lovetsky learned that Armenians were burning their own homes as they fled the region, the AP pair repeatedly made risky and arduous trips into the territory, producing powerful, emotionally charged reporting and images, including the moving story of a family abandoning its home.

For displaying exceptional commitment and courage in their coverage of last week’s dramatic developments — as they have throughout this weekslong story — Chernov and Lovetsky earn AP’s Best of the Week award.

AP shocks world with first word of death of ‘Black Panther’ star Chadwick Boseman

AP entertainment video manager Ryan Pearson had interviewed Chadwick Boseman eight times since 2013. He knew the actor and his work well, and he’d worked closely with the actor’s publicist and her company. 

That’s why the publicist’s first media call after Boseman’s death was to Pearson and the AP – she wanted the story reported by a responsible news organization. Another outlet, she worried, was getting close. 

Pearson immediately alerted colleagues and set out to write an obituary that shocked the world. The AP staff in turn responded with comprehensive all-formats coverage, the story quickly becoming the biggest of the month on AP News and mobile.

Fast, definitive work on US price gouging complaints amid coronavirus crisis

When reporters Justin Pritchard and Reese Dunklin were asked to look into price gouging and profiteering off the coronavirus crisis, they  sought to go deeper by employing a key part of their investigative reporting toolkit: a systematic reporting strategy.

The pair quickly executed a plan to question attorneys general in all 50 states, resulting in the most comprehensive look yet at the problem across the nation. In just two days of reporting, Pritchard and Dunklin uncovered more than 5,000 reports of everything from price gouging on toilet paper and masks, to scams offering tests and even cures for the illness. 

Their brightly written story won strong play on a busy day of coronavirus news, hitting the wire hours before Attorney General William Barr announced new actions against such crimes.

Mark Pratt, a breaking news staffer in Boston, has written several stories exploring the complicated past of Theodor Seuss Geisel — Dr. Seuss. The company that preserves and protects the author’s legacy knew it could trust him.

So Dr. Seuss Enterprises gave Pratt early word on a story that would become a global bestseller for AP, generating off-the-charts customer use for three days and eventually becoming the single most-used AP story of 2021 to date: The company was ceasing publication and sales of six Seuss books because of their offensive imagery.

AP: Virtually no regulation of contaminated sludge used as crop fertilizer

for a series of nearly 20 videos from the Tour de France, using iPhone and GoPro to create short-form, customer-ready products. The videos drove traffic to their comprehensive text coverage of the race itself as well as “Taste of the Tour,” their daily series of entertaining, informative and entirely exclusive cross-format stories exploring the people, places, cuisine and hidden tales in the regions crossed by the Tour. They shot video and interviews in the early morning, before starting long days covering each stage, then edited their video stories in the car as they drove hundreds of miles to the stage finish, where they then leapt back into race coverage. ​AP analysis: Legal sales of recreational pot impact medical marijuana users

As states that permit sales of only medical marijuana transition to legalizing recreational use of pot, Portland reporter Gillian Flaccus noticed a trend in Oregon: most medical pot dispensaries were closing. She asked why, and what were the effects on patients?

Teaming with Los Angeles-based data reporter Angel Kastanis, the AP set out to answer that question. Kastanis had spent six months compiling a first-of-its-kind national data set on medical marijuana patients, and Flaccus used it to produce an exclusive all-formats package showing that when states legalize pot for all, medical marijuana patients often are left with fewer, and costlier, options.

Flaccus’ story was one of the most popular on AP with strong reader engagement. And Kastanis plans to update the data set twice a year, allowing AP and its subscribing data customers to track industry trends.
