AP Exclusive: Portland protests – the view from both sides of the fence

This week’s Best of the Week celebrates the team of AP journalists whose extensive coverage of the Portland protests culminated in an exclusive all-formats look at the conflict from the perspective of both demonstrators and federal officers.

With reporting and visuals from inside the federal courthouse that no other news organization could match, and consistently strong coverage from the crowd massed outside the building, the AP team documented the drama and chaos, as well as the human stories amid the nightly volley of fireworks and tear gas canisters.

The defining feature that moved Sunday night was the most clicked/engaged AP story for much of Monday, sparking discussion and widely cited for its comprehensive, fair reporting.

AP investigation: Thousands of environmental waivers granted amid pandemic

When the Trump administration waived enforcement of environmental protections because of the pandemic, a former EPA administrator called it a “license to pollute,” while public health officials told AP that it would be difficult to determine the impact.

At that, five AP reporters around the country embarked on a two-month, brute force effort to wrest loose state data on the suspended regulations.

They found more than 3,000 instances of environmental waivers to oil and gas companies, government facilities and other operations, with nationwide implications for public health. 

For deep reporting and painstaking analysis to document the potential consequences of relaxed environmental regulation, the team of Knickmeyer, Bussewitz, Flesher, Brown and Casey wins this week’s Best of the States award.

AP Exclusive: Investigative reporter obtains bodycam video of Ronald Greene’s deadly arrest

When Ronald Greene died in 2019, Louisiana State Police troopers initially blamed the Black man’s death on injuries from a crash at the end of a high-speed chase, then later said Greene became unresponsive in a struggle with troopers and died on his way to the hospital.

For the most part, that was all the public would know about the case, until AP’s Jim Mustian took up the story. Since he began reporting nine months ago, he’s broken a string of stories revealing there was more to the story. But Mustian always knew he needed to get his hands on one crucial piece of evidence: video.

This past week, Mustian did just that. In the most explosive break yet in the case, Mustian obtained body camera footage that showed Greene repeatedly apologizing and pleading for mercy as troopers jolted him with stun guns, put him in a choke hold, punched him and dragged him by his ankle shackles. The story led national newscasts and websites, and fronted newspapers across the country, with credit to AP’s reporting and the video, again and again.

This scoop was the work of one dogged investigative reporter who never stopped believing that the world should know what really happened to Ronald Greene. For that we honor Jim Mustian with AP’s Best of the Week award.

AP Exclusive: Inside the 11-day search for escaped Alabama inmate and his jailer accomplice

As the search for Alabama fugitives Casey White and Vicky White captured the attention of the world, Washington-based federal law enforcement reporter Mike Balsamo reached out, working his network of sources in the Justice Department and the U.S. Marshals Service for details.

Balsamo also connected with the U.S. marshal for the Northern District of Alabama, knowing he would be the person most likely to have the inside information that would enable AP to put together a clear timeline of a messy escape saga littered with gaps and confusing accounts.

That contact turned out to be pivotal after the pursuit came to a violent end in Indiana on May 9. The marshal’s exclusive account of the 11-day search, coupled with details Balsamo picked up from other sources, gave AP a story rich with previously unreported detail and context. It also made for an exceptionally easy-to-follow narrative. The resulting story played widely, from Alabama to Australia.

For using all his resources to distinguish AP’s coverage on this extremely competitive story, Mike Balsamo is AP’s Best of the Week – First Winner.

Jailed without a Judge: AP reporter tells the story of woman jailed for months without due process

Reporter Jeff Amy in Jackson, Mississippi, often combs through recent federal court decisions, upcoming cases and random filings. Every once in a while that produces a whopper of a story. The story of Jessica Jauch, who was jailed for 96 days in Mississippi without seeing a judge, getting a lawyer or having a chance to make bail, was the result of such legwork.

“Oh, my God,” he thought, as he pored over court documents that laid out, in great detail how Jauch was charged with a felony based on a secretly recorded video and how when she finally got a hearing and prosecutors watched the video _ in which she committed no crime _ the case fell apart.

An accidental shooting kills a child every other day

The tragic stories pop up frequently in local media: a curious toddler gets hold of a gun and accidentally shoots himself or someone else. But how often does that happen? Under what circumstances? And what children are most at risk?

In a new investigative partnership, a team of reporters from the AP and USA TODAY Network spent six months seeking answers to those questions and others about accidental shootings involving minors. What they discovered is horrifying: A child dies every other day of an accidental shooting in the United States. What's more, the federal government significantly undercounts the problem.

AP breaks news that a student is filing complaint over university's handling of her sexual assault

for being first to report that an Old Dominion University student had filed a complaint with federal officials saying the school bungled her sexual assault case. The complaint alleged that campus police prevented the student from receiving a time-sensitive medical exam and denied her food, water and access to the bathroom for nearly eight hours. http://bit.ly/2dn0Ph8

Following Hoboken crash, AP team shows NJ Transit leads country in safety violations

After a New Jersey commuter train crashed into the Hoboken station, killing one woman and injuring more than 100 people, it became clear that there would be no quick answer to what caused the accident. But that didn’t stop East Social Media Editor Michael Sisak from wanting to know more about the deeper issues plaguing New Jersey Transit.

Sisak began diving into federal data and, working with New York-based freelancer Michael Balsamo and Newark reporter David Porter, discovered that the transit agency had paid more in fines for safety violations than any other commuter railroad in the country over the past five years. It also had a significantly higher accident rate than the rest of the nation’s 10 largest commuter railroads.

Lead crisis in housing project was actually no surprise

The down-at-the-heels industrial city of East Chicago, Indiana, made headlines around the world in August after the mayor ordered 1,000 people to get out of a 40-year-old public-housing complex because of lead contamination.

Many residents and observers expressed surprise: How could such a problem go overlooked for so many decades?

The Chicago bureau’s Sara Burnett and Jason Keyser teamed up for several weeks of intensive document and street reporting. What they found was as disturbing as the original news: The hazard shouldn't have been a surprise to anyone – because the housing complex had been built on the former site of a lead-products factory.

Pro-painkiller echo chamber shaped policy amid drug epidemic

Combine the capabilities of The Associated Press and the Center for Public Integrity, and this is what you can get: A two-part blockbuster that exposed the efforts of the opioid industry and allied groups to stymie limits on the use of its powerful drugs, and detailed how they spent more than $880 million on lobbying and political contributions over the past decade.

The genesis of the project was a conversation between Tom Verdin, editor of AP’s state government team, and Geoff Mulvihill, a member of that team. Mulvihill, based in Mount Laurel, N.J., has covered the opioid crisis sweeping the nation, and the two hit upon the idea of trying to determine the extent of the pharmaceutical industry’s exerting influence in state legislatures across the country.

Police losing battle to get drivers to put down their phones

Who hasn’t glanced out the car window and seen another driver, head down, texting furiously? That was the genesis of a story by Boston-based reporter Denise Lavoie, who took an authoritative nationwide look at the texting-while-driving scourge and law enforcement’s losing battle to stop it.

Lavoie did spot checks with a handful of states around the country, as well as interviews with federal transportation officials and others. Her reporting – AP’s first major attempt to grasp the scope of the problem – found that police are fighting a losing battle despite adopting some pretty creative methods to catch serial texters in the act.

Shining a light on the origins of Arpaio’s campaign contributions

For years, Sheriff Joe Arpaio has made a name for himself as the tough-talking lawman from metro Phoenix who was unafraid of criticizing federal immigration enforcement, earning accolades not only from fellow conservatives but millions of dollars in donations from around the country.

Arizona law enforcement reporter Jacques Billeaud knew that much of Arpaio's campaign donations came from outside Arizona. That’s what his campaign had said. But exactly how much and from where was a mystery because the donations were catalogued in an unsearchable PDF format.
