​All-formats team illuminates why a Democratic stronghold went for Trump

Last November, more than 200 counties across America, scores of them in the upper Midwest, turned from blue to red on the electoral map. Why did voters in once-Democratic strongholds support Donald Trump?

An all-formats AP team of Claire Galofaro, Martha Irvine, David Goldman and Angeliki Kastanis set out to find the answer by focusing on one rural Wisconsin county and getting into the lives and mindset of its people. The result was a revealing package that earns the Beat of the Week.

AP investigation reveals federal judge impaired by alcoholism

Baton Rouge-based reporter Michael Kunzelman was reporting on the police killing of a black man outside a convenience store last summer when a source called to encourage him to look into a case in front of a federal judge that had been mysteriously reassigned. It wasn’t the easiest time to be chasing down tips: the Alton Sterling shooting was swiftly followed by the killings of three law enforcement officials and then catastrophic flooding in Louisiana’s capital.

But Kunzelman didn’t forget about it.

When he was free, he began an investigation into the performance of U.S. District Judge Patricia Minaldi, work that would take months and aggressive use of public records. It culminated with the discovery last week she’d been ordered to seek treatment for alcoholism so severe that a colleague believed she couldn’t take care of herself. For his work Kunzelman wins this week’s Best of the States award.

Brown reveals thousands of safety defects on oil train lines in 44 states

As domestic production of oil has increased in recent years, Billings, Montana, Correspondent Matthew Brown closely followed derailments of trains carrying volatile crude. A train from North Dakota jumped the track, exploded and killed 47 people in Canada in 2013. In Brown’s own state, a derailment near the town of Culbertson spilled 27,000 gallons of oil in 2015. Last year, Brown reported that more than 800 potential safety violations were discovered on Union Pacific freight lines after a fiery June 2016 oil train derailment in Oregon’s Columbia River Gorge.

But Brown wanted to know how widespread the problem really was. By pushing repeatedly for public records and working with a longtime source, Brown was able to exclusively report the results of a two-year federal inspection program for the nation’s oil trains – and he revealed that some safety defects uncovered where similar to ones blamed in derailments that triggered huge fires or oil spills in Oregon, Virginia, Montana and elsewhere. For his AP NewsBreak, Brown wins this week’s Best of the States award.

Under radar, Florida spent about $250M on private lawyers, fees

AP Tallahassee reporter Gary Fineout started noticing how often Florida under Republican Gov. Rick Scott was losing court cases over its policies and was forced to pay opposing attorney fees. He decided to start a tally. But those fees would be just the tip of a quarter-billion-dollar iceberg. The money the state spent on private law firms to defend itself dwarfed that initial amount.

Getting that overall tally was the hard part. When Gary asked what was spent on outside legal counsel during Scott’s half-dozen years in office, the state attorney general told him: “We do not have that information."

So, Gary set out to search through the documents himself, revealing the true cost to taxpayers. For bringing to light a huge chunk of opaque spending and hold state leaders to account, Gary wins this week’s Best of the States.

​First Casey Anthony interview reveals `compelling’ details

Amazing things can come out of political demonstrations – and sometimes, they have nothing to do with politics. Miami-based video journalist Josh Replogle was covering a protest by about 3,000 people outside Donald Trump’s Mar-a-Lago club in Palm Beach when a colleague pointed out a striking woman wearing a Cleveland Indians hat. That, he was told, was Casey Anthony – once acquitted in the murder of her 2-year-old daughter in a case that became an international obsession.

Replogle did a quick Google search to confirm that this was, indeed, the woman once dubbed “the most hated mom in America.” He then obtained the first in-depth interviews with her since she was accused, an accomplishment that earns him the Beat of the Week.

AP Exclusive: Ex-congregants reveal years of ungodly abuse

This story begins in 2014, when five members of Word of Faith Fellowship, an evangelical congregation in western North Carolina, were indicted for beating a young man because they thought he was gay. Mitch Weiss, an investigative reporter based in Charlotte, reached out to the man, Matthew Fenner, who told a harrowing tale.

For Weiss, that conversation was the beginning of a nearly two-year quest to tell the story of Word of Faith and its controlling leader, Jane Whaley, a 77-year-old petite former math teacher with a thick Southern accent. Working alongside Atlanta-based video journalist Alex Sanz, Weiss eventually pieced together a startling and comprehensive look at a religious community that promised its members peace and prosperity. What they got was violence and abuse, administered in the name of God, former followers told him.

Part one of that series, published this week, wins Best of the States, and there is more to come.

Ransomed: The freeing of 226 Christians from Islamic State

What AP’s Lori Hinnant knew, from a conversation with Beirut bureau chief Zeina Karam early this year, amounted to a fascinating mystery: A series of Syrian villages had been emptied and many of their people taken hostage by the Islamic State group, but now most appeared to be free. It was clear that ransoms were paid, but no one would talk about how it happened.

The hostages were more than 200 Assyrian Christians who were rescued through a fundraising effort among the vanishing people’s global diaspora that brought in millions of dollars. These were the broad outlines of the story that Hinnant’s months of reporting confirmed, but even better were the exclusive details she unearthed _ including IS sending one villager with a ransom note to his bishop, the church dinners and concerts held around the world for donations, and the decision, fraught with ethical qualms and legal risks, to pay a ransom.

Hinnant’s resulting “thriller,” as one admirer called it, is the Beat of the Week.

Data-driven analysis localizes Trump's travel ban

Among the many questions raised by President Donald Trump’s surprise executive order targeting predominantly Muslim nations was how his administration arrived at the seven “countries of particular concern.” Take Libya, for example. By making the list, one might think the country was sending waves of refugees pouring into the U.S. Not so, according to data analyzed and packaged on deadline for AP customers by data journalist Meghan Hoyer.

Hoyer’s analysis of federal data in the chaotic days that followed the Trump administration order provided tremendous value for AP customers across the country, allowing them to localize a story of international significance. Hoyer wins this week’s $300 Best of the States award.

AP presses for details of judge's ruling on immigration ban

At a time when the very integrity of news is under attack in some corners, it is more important than ever that The Associated Press be a key champion of accuracy. This includes not only fighting back against false claims and false reporting, but sometimes simply waiting as we push for more specificity. New York City News Editor David Caruso did exactly that over the weekend, avoiding the missteps of other news organizations by pressing for details of a federal judge's emergency order temporarily staying part of President Donald Trump's travel ban for citizens of seven predominantly Muslim nations.

Caruso demanded, and got, a copy of U.S. District Judge Ann Donnelly's order so the AP could be precise about reporting on its relatively narrow effects, even as other news outlets relied on tweets from advocates who made it seem more sweeping. Caruso’s careful, painstaking work is the Beat of the Week.

Following in the wake of the Divided America series, the AP wanted to glimpse the country – the multiple Americas, joyous, dreading and uncertain – that Donald Trump would lead as the 45th president. But how to do it in a way that went beyond traditional text and instead gave customers and readers a visually engaging look at the U.S. in the time of Trump?

The answer: "Postcards from Trump's America."

A specially-selected team of reporters, photographers and videojournalists joined up to report from four distinct corners of the nation, and their work provided a unique window into what Americans are thinking and feeling at this historic pivot point.

Disability and desperation

When federal prosecutors alleged that Kentucky attorney Eric Conn had funneled $600 million in fraudulent disability claims to Appalachia, Claire Galofaro saw a chance to tell a much bigger story.

Over a period of months, Galofaro, the AP’s administrative correspondent in Louisville, sat in on federal hearings and heard the anguish of Conn’s former clients, some severely disabled, others who seemed like they might be able-bodied enough to be working. She met with many who were being asked to prove their disability years after it had first been approved by the government, forced to go searching for old medical records in order to make a case they thought they had already made.

She learned about three people who killed themselves rather than face the prospect of demonstrating, once again, that they were disabled and unable to work.

Assassination of the Russian Ambassador

On his way home, AP photographer Burhan Ozbilici stopped at the opening of a photo exhibit at Ankara’s Contemporary Arts Center. The Russian ambassador to Turkey was to speak, and Ozbilici figured the AP could use images of the envoy for its archives.

Shockingly, Ozbilici instead found himself a witness to an assassination. With cool head and steady hands, he documented the killing of Ambassador Andrei Karlov, capturing some of the most astonishing images of this or any other year. His photo of the raging gunman _ one hand holding the gun, the other pointed to the ceiling, his lifeless victim on the floor _ would appear on countless front pages and broadcasts and websites. Within hours, it was seen by some 18 million people on Facebook alone.

Even in a year of remarkable work by AP staffers, Ozbilici’s photos and actions were extraordinary _ and richly deserving of the final Beat of the Week award of 2016.
