AP reveals DEA chief is being investigated for contracts to past associates 

Josh Goodman and Jim Mustian reported exclusively that a federal watchdog is investigating whether the U.S. Drug Enforcement Administration under chief Anne Milgram improperly used millions of dollars in no-bid contracts to flout normal governing hiring procedures to hire past associates at a very high cost.   

The two followed up on a previous scoop about the arrest of former DEA agent Jose Irizarry, who confessed to laundering money for Colombian drug cartels and skimming millions of dollars from asset seizures and informants.   

After an external review of the DEA’s foreign operations was slammed for underplaying its scandals, Latin America reporter Goodman and investigative reporter Mustian began asking questions.   

What they found was that a Washington law firm that was hired as part of a no-bid contract did the review, and that its author was the former right-hand man to one of Milgram’s closest friends, former Manhattan U.S. Attorney Preet Bharara. That led to more reporting, more questions and more sources talking about how the DEA used other no-bid contracts to hire Milgram’s past associates.

Heartbreaking photos give rare personal look at fentanyl's toll on homeless people

When photographer Jae C. Hong returned to Los Angeles after a year in Japan, he was struck by how the number of homeless people had vastly multiplied. It was immediately before the pandemic -- and Hong, like so many reporters in the AP, spent much of the next year chronicling the impact of coronavirus.

Earlier this year, he was able to get back to the project he’d yearned to pursue and started chronicling homeless Angelenos between other assignments. One night, he encountered two police officers standing over a dead body -- and his project, spotlighting the lives, and sometimes the deaths, of fentanyl addicts, began to take shape.

Hong spent about six months documenting the humanitarian disaster. What he produced were gut-wrenching photos that gave a rare, intensely personal and brutally honest look into the tragedy unfolding on the streets of LA, an unconscionable scene often overlooked. AP writer Brian Melley, using Hong's reporting and experiences, crafted a story of equally vivid imagery that portrayed the raw human suffering with sensitivity to complete the package. The package was widely used and kept readers’ attention. The engagement score on AP News was a perfect 100 and Facebook featured it on its news feed.

For focusing on a problem that is too often unseen and producing a raw, compelling visual package, this week’s first Best of the Week is awarded to Los Angeles photojournalist Jae C. Hong.

teamed up on strong reporting from the field to elevate coverage of a global report on environmental activists killed around the world. When the non-governmental organization Global Witness reached out to AP and other organizations about its annual report — 200 environmental activists killed globally in 2021 — AP decided to go beyond the announcement itself to find a story illustrating the findings.The AP Mexico City-based team ended up telling the tragic story of Yaqui Indigenous water-rights leader Tomás Rojo, one of the 54 activists killed in 2021 in Mexico, the deadliest place in the world for environmental and land-rights defenders.While most other news outlets were content to publish just the findings of the Global Witness report, the AP team’s on-the-ground reporting produced a vivid all-formats package that added a human dimension to the sobering numbers.Read more

In a textbook display of outstanding source work and planning, Eric Tucker and Matthew Lee acted on a tip to score a massive scoop on a stunning U.S.-Russia prisoner exchange that happened despite heightened tensions between the countries.

In the process, the pair showed the rewards of careful, long-term source-building, a model of how to prepare in all formats to put the AP ahead of the competition the moment the news broke, and examples of how to build on a big story with smart sidebars in-cycle and a compelling follow-up story that offered new, behind-the-scenes details.

Their efforts paid off handsomely on Wednesday when Lee got the green light that the exchange had taken place, allowing AP to push out an alert and full story accompanied by photos and video, well before any Western media competitors were even aware the swap had happened.

AP exclusive reveals ex-Green Beret’s failed Venezuelan coup plot

In a gripping exclusive that reads like the plot of a Hollywood film, Latin America correspondent Josh Goodman revealed the failed plot to oust Venezuelan President Nicolás Maduro by a ragtag group of 300 volunteers led by a former U.S. Green Beret. The ill-conceived plan called for the group to invade Venezuela from Colombia and ignite a popular rebellion that would end in Maduro’s arrest.

The plot was uncovered and dismantled with barely a whisper, but a cryptic tip to the well-sourced Goodman planted the seed of the story. Over the next several months he reviewed documents and interviewed more than 30 Maduro opponents and aspiring freedom fighters with knowledge of the plot, piecing together the narrative with a strong assist from investigative researcher Randy Herschaft.

Goodman’s story broke and reaction was strong: International media struggled to catch up and authorities in the U.S. and Colombia launched investigations. Senate Democrats have sent a letter to the Trump administration demanding answers.

For his impressive scoop on the failed coup that has been dubbed “The Bay of Piglets,” Goodman and Herschaft win AP’s Best of the Week award.

Doctors tell AP of rampant misinformation among unvaccinated

tapped into her network of sourcing among doctors around the country to deliver an all-formats story that offered new perspective on the rampant misinformation that they're experiencing in dealing with unvaccinated patients during the delta surge of COVID-19.Hollingsworth, based in Kansas City, Missouri, conducted interviews with six doctors, each giving new examples of the misinformation that has underpinned the recent surge. One doctor, for example, said he had resorted to showing vaccine-hesitant patients a Twinkie ingredient label to make the point that it’s hard for anyone to fully understand every item that goes into federally approved food and drugs. Hollingsworth did all the interviews on Zoom and teamed up with AP Central Region video journalist Carrie Antlfinger on packaged video pieces. She also shared sound clips with the audio and digital teams; those were embedded in the piece.The story generated strong play and huge reader engagement numbers. had embarked on a midsummer weekend getaway with his partner in the seaside resort of Vung Tau, Vietnam. But when when a surge of COVID-19 prompted tight restrictions, turning his visit into more than nine weeks of lockdown, Dinh delivered an all-formats first-person account of his life stuck in an apartment away from home.In text, photos and video, Hanoi-based video producer Dinh opened the doors to his lockdown home, creatively documenting what one does with so much time indoors while restricted to a quick once-a-week trip to a nearby drug store and grocery. AP has rare access as Haitian migrants, in bid to reach US, face perilous jungle crossing of Darien Gap

Hundreds of migrants try each day to cross the Darien Gap — a thick jungle between Colombia and Panama traversed by many ultimately seeking the U.S. border — yet journalists rarely observe more than the first few steps of the journey.

But after days of negotiations with locals who participate in a human-trafficking network, the Bogota-based all-formats team of correspondent Astrid Suárez, photographer Fernando Vergara and video journalist Marko Álvarez were given exclusive access to the first hour of a treacherous six-day journey. That single hour was enough to tell the stories of migrants willing to risk their lives in a jungle teeming with threats, from raging rivers to gangs targeting migrants for theft and sexual assault.

For a stark all-formats portrait of desperation and determination in the depths of the jungle, Suárez, Vergara and Álvarez earn AP’s Best of the Week — First Winner.

Reporter’s instincts, deep preparation break stunning news of Cosby case reversal and prison release

Comedian Bill Cosby had been in a Pennsylvania prison for more than two years last December when the state’s high court took on his appeal of his sexual assault conviction.

As seven months went by without a decision, Philadelphia-based legal affairs reporter Maryclaire Dale — who had been instrumental in breaking the original Cosby story — thought there might be something newsy in the works. Her instincts led to deep preparation that put AP ahead on one of the biggest news stories of the summer, one that almost no one but Dale had anticipated.

When the court tweeted out its opinion Wednesday, AP’s news alert moved within minutes, followed less than one minute later with a short breaking news story that Cosby's conviction was overturned, and that he would be released from prison. Both alerts beat all the competition; a full story moved less than two minutes later. Dale and colleagues followed up with full coverage throughout the day, with Cosby later appearing before cameras at his home, as the original news story drew heavy engagement online and maintained the top spot in Google’s news carousel.

For sharp anticipation and flawless execution that put AP ahead on a story that dominated the news cycle, Dale earns AP’s Best of the Week award.

AP team embeds in West Virginia city seeing a resurgence of addiction amid the pandemic

As the COVID-19 pandemic killed more than a half-million Americans, it also quietly inflamed what had already been one of the country’s greatest public health crises: addiction. 

To tell that story, a multiformat AP team — writer Claire Galofaro, photographer David Goldman and video journalist Mike Householder — spent time in Huntington, West Virginia, exploring the resurgence of addiction in a community that had made progress against drug abuse. The AP team embedded with the city’s Quick Response team for a week, providing a unique window into the suffering those with addiction have endured as the pandemic brought despair and cut off access to support systems and health care resources.

The evocative package resonated with readers, and the story’s main subject said she was “ecstatic” over how well the story captured the world she sees every day.

Exclusive: DEA recruits describe agency racism, ‘monkey noises’

reported exclusively on a string of recent discrimination complaints by minority recruits at the U.S. Drug Enforcement Administration’s training academy, including one allegation that black trainees were taunted with “monkey noises.”Getting trainees to talk about such incidents was the real reporting feat of this story. After Mustian’s June piece about the chronic struggles the agency has had recruiting minorities, several people both inside and outside of the DEA contacted him with accounts of discrimination, saying racism permeated their time at the academy from their first day of basic training, alleging exceptions were routinely made for underperforming white trainees while Blacks were held to an appreciably higher standard.

In the most glaring case, a recruit told Mustian that a firearms instructor called a Black trainee a “monkey” to his face and subjected a group of Black trainees to monkey sounds over a loudspeaker. The DEA did not deny the incident and the instructor retired before he could be disciplined. Mustian’s story played heavily, but most significantly it prompted several more people to contact him with new accounts of discrimination within the DEA.

explored the obstacles to recruiting diverse groups for medical studies of new drugs, treatments and vaccines. During the pandemic, the two leading U.S. vaccine candidates are lagging behind in diverse enrollment, although participation has inched up in recent weeks.

Thousands more volunteers who identify as people of color are needed for upcoming studies. Staffers from the AP Health and Science team and the South region took an inside look at how health officials are trying to recruit participants, focusing on Maryland and Florida. Narancio spent a day at a local farmers market outside the nation’s capital where “promotoras,” or health promoters, are working to sign up Latinos for the vaccine being tested by the National Institutes of Health and Moderna. Neergard used her contacts to get access to the University of Miami, where there’s a similar push to recruit underserved populations for the same trial.
