“Who do you believe?”

In the defining moment of the US-Russia summit in Helsinki, President Donald Trump stood side-by-side with Russia's Vladimir Putin and appeared to side with Russian denials when asked whether Moscow meddled in the 2016 election.

The crystal-clear question came from AP White House reporter Jonathan Lemire, who asked Trump to choose between Putin and his own intelligence agencies.

The exchange, and an equally bold couple of questions to Putin, was the capstone of a grueling weeklong reporting effort by Lemire and fellow White House reporter Jill Colvin as they chronicled Trump’s tumultuous travels across Europe. The two, working in cooperation with colleagues in Europe and Russia, delivered smart spot reporting and strong enterprise at every stop on the president’s jaw-dropping trip.

Post-hurricane teamwork produces compelling story of newborn’s night in parking lot

Amid the chaos and broken lives after Hurricane Michael, photographer David Goldman was combing for images of how people were coping when he discovered a heartbreaking story in a Walmart parking lot: A newborn baby was spending one of his first nights in the back of a pickup with his parents.

Goldman knew he had a great visual story. And he knew there was a great story to write. Not being in a position to write the story himself, he turned to colleague Jay Reeves, also working in the hurricane zone.

Reeves wouldn’t be able to meet with the family, but Goldman knew the elements Reeves would need to write the text piece. He sent Reeves all his notes and an audio interview via email. From those pieces, Reeves crafted the narrative.

The moving words and compelling photo package resonated. Goldman’s Twitter lit up with responses, and readers hoping to find a way to help “baby Luke” reached out to the AP by email, phone and web. The story was carried by Time Magazine, USA Today, The New York Times and NPR, among others.

For their collaboration and unmatched story that reminded the world that the story of Hurricane Michael is far from over, Reeves and Goldman win this week’s Best of the States.

The Battle for Alexa: How deported parents could lose their kids to US adoptions

When family separations began under President Donald Trump’s “zero tolerance” immigration policy, widespread rumors circulated that some separated children could end up being adopted by families in the United States – without their deported parents even being notified. California-based investigative reporters Garance Burke and Martha Mendoza set out to learn if this was true and eventually uncovered the case of 5-year-old Alexa Flores, exposing holes in the U.S. legal system that could allow deported mothers and fathers to lose their children.

Alexa’s story illustrates the fate that could await some of the hundreds of children who remain in federal custody after being separated from their parents at the border.

Burke and Mendoza sifted through hundreds of court records and dozens of interviews with immigrants, attorneys, and advocates in the U.S. and Central America. Teaming up with multiformat colleagues David Barraza and Rebecca Blackwell in El Salvador, Mike Householder and Paul Sancya in Michigan, and Mexico City-based Dario Lopez, they revealed how migrant children can become cloaked in the maze of state and federal courts, which are rarely in contact with each other.

For producing a complex, powerful story that spanned two countries in heartbreakingly human terms, Burke, Mendoza, Lopez, Blackwell, Sancya, Householder and Barraza win this week’s Best of the Week.

All-formats team overcomes logistics to report devastation, heartbreak and heroism in Indonesia

An enormous story struck quickly on Sept 28 and unfolded at breathtaking speed – a magnitude 7.5 earthquake followed by a tsunami that washed over the Indonesian city of Palu. Communications collapsed and government reports were sketchy, but the few posts on social media provided the first indications of the enormous scope of the disaster.

The AP team shot into action to move cross-format personnel to the hardest-hit areas, texting details for the wire and squeezing out initial images for photos and video. In the days that followed, the breadth of coverage expanded to include rolling live video of rescues, grim portrayals of the retrieval of the dead, and personal stories of those whose homes and neighborhoods were now rubble.

For impressive work across all platforms despite enormous obstacles, the Best of the Week award goes to the following team:

Trafficked Myanmar ‘bride’ escapes Chinese captivity – but loses her son

The team – Todd Pitman, Esther Htusan and Jerry Harmer – had gone to Kachin state to report on the war between Kachin rebels and Myanmar’s army. Near the end of their trip, they decided to look into a story Htusan wanted to do on bride trafficking. The lead was vague and the team wasn’t sure where it would take them.

But then, at a refugee camp, they met Marip Lu. And they knew immediately this was a story that had to be told.

With major contribution by Beijing staffers Shanshan Wang, Yanan Wang, Han Guan Ng and Dake Kang, they tell the harrowing tale of a woman who was kidnapped, held in captivity, raped and then forced to make the choice between freedom and her child. This powerful story, reported and told with great sensitivity, earns Beat of the Week.

Tibbetts murder suspect lived, worked on land linked to GOP fundraiser

Within hours of the news that the man charged with killing Iowa college student Mollie Tibbetts was a Mexican citizen believed to be in the United States illegally, Republican leaders from President Donald Trump to Iowa Gov. Kim Reynolds injected the case into the political debate, blaming lax immigration policies for allowing the man into the community.

Amid such comments, Iowa City correspondent Ryan J. Foley got a tip from two longtime Republican Party sources: The suspect lived on land partly owned by Nicole Schlinger, one of the party’s most prolific national fundraisers, the sources said.

Foley was determined to discover whether that was true. He obtained property records showing Schlinger and her husband owned the farm trailer where Rivera had lived, and her husband was president of the farm. Foley then got confirmation from Schlinger, who had avoided his questions for days.

Further, Schlinger’s fundraising client list included anti-illegal-immigration hard-liners, including Reynolds, Texas Sen. Ted Cruz and even the Stop Sanctuary Cities PAC.

The story was used extensively by Iowa newspapers and was a big online hit, with hundreds of postings and 40,000 Facebook interactions.

For scooping local and national competitors on a high-interest topic even as he reported on spot developments, Ryan Foley wins this week’s Best of the States award.

R.E.S.P.E.C.T. for AP brings first word on death of legendary Aretha Franklin

Aretha Franklin always had a soft spot for The Associated Press; over the years, she would seek out global Entertainment Editor Nekesa Mumbi Moody to chat – “We spoke when she was working on new music, or about an upcoming performance (like when she sang for the pope in 2015) or even her fitness plan and weight loss,” Moody recalled. Music editor Mesfin Fekadu, too, had interviewed Franklin, and witnessed her last public performance last November.

So when the Queen of Soul was in her last days, her people knew who to call. The result: Fekadu was so far ahead with Franklin’s death that that the news was widely attributed to the AP, even by at least one major competitor. His news break is the Beat of the Week.

Illinois coroner to poor: Pay $1000 or county keeps remains

The tip that led to an exclusive by Chicago reporter Sara Burnett seemed outlandish: When poor people couldn't afford to bury their loved ones, a western Illinois coroner was cremating the bodies and keeping the ashes until the family paid $1,000. He’s continued the policy even though the state has resumed a program to pay for the funerals.

Burnett reported on a woman whose ex-husband and father of their three children died. They were both on disability and she couldn’t come up with the money, leaving the family to hold a memorial service with just a photograph and an empty container. Wendy Smith said she felt the policy was unfair. "I just think they pick on the people that are poor."

The coroner told Burnett that the policy started after the state, which for years has faced billion-dollar deficits, announced it was too broke to pay for indigent funerals and burials – shifting the cost to funeral homes and county coroners. Further, the coroner claimed only one woman was unhappy. But Burnett tracked down other families, and had a back-and-forth with the state about how much money was appropriated for the burial program

Within days, the state comptroller, citing The Associated Press story, weighed in that the coroner's practice was "disgusting behavior" and called for a ramped-up campaign to alert local officials that state-funded burial is again available.

For illuminating a questionable practice and how the state’s budget crisis continues to cause pain for the poor and vulnerable, Burnett earns this week’s Best of the States award.

The killing of black teenager Emmett Till remains one of the most notorious crimes in American history, unresolved more than 60 years later. The 14-year-old boy was lynched after being accused of whistling at a white woman in Mississippi in 1955, a case that shocked the nation and helped inspire the civil rights movement. Alabama correspondent Jay Reeves has doggedly pursued any developments in the case over the years, and last week came away with a bombshell: the investigation was being reopened.

Two stories focus on young victims impacted by US immigration policy

In two moving pieces of journalism in the last week, Associated Press journalists cast a powerful spotlight on the toll of White House immigration policies on young children.

One story started with a question posed by immigration beat team reporter Nomaan Merchant: Could we profile a single block or community where multiple immigrants had been picked up, and explore the impact of those arrests?

Merchant, joined by video journalist Manuel Valdes and photographer Greg Bull, zeroed in on a community in Kentucky that was the site of a two-day Immigration and Customs Enforcement raid last December.

Their reporting turned up examples of people who were arrested by happenstance, and with no criminal records – despite the administration’s mantra that the raids are for public safety. Perhaps the most poignant reporting and images focused on a 4-year-old boy whose father was arrested.

Meanwhile, Arizona immigration reporter Astrid Galvan was looking for ways to tell the stories of children separated from their parents at the border. She found a juvenile docket in Phoenix immigration court and camped out there for the day.

What she found was a major story that affected the national debate on immigration – a 1-year-old boy who had a court appearance with a lawyer. Galvan described in vivid detail how he nursed from his bottle, asked his care giver for “agua” and cried when the care giver retrieved his diaper bag. And she captured the money quote as a judge expressed his bafflement at having to advise a defendant of his rights when the defendant was a 1-year-old boy in diapers.

The disturbing stories of more than 2,000 kids caught up in the U.S. immigration system – including babies and toddlers forcibly separated from their parents – dominated headlines and led newscasts around the world.

AP reporters, working across the country, in Washington, D.C., Latin America and along the U.S.-Mexican border led the coverage of the impact of the zero tolerance immigration policy. Their work produced a series of scoops that set the agenda, alerting Capitol Hill leaders to a major White House order, leaving an MSNBC anchor in tears and generating action by politicians.

For their work, the Beat of the Week is shared by investigative reporters Garance Burke, Martha Mendoza, Michael Biesecker and Jake Pearson, and Washington reporters Jill Colvin and Colleen Long. The award also recognizes an outstanding company-wide effort that included reporting from numerous locations and across formats, putting the AP repeatedly in front of a major global story.

APNewsBreak: Kobach sought pardon for VP of a corporate donor

Topeka correspondent John Hanna had been hearing hints for weeks that there might be something in Kris Kobach’s record that could cause trouble for the Kansas secretary of state and candidate for governor.

At first, it was just that: hints. The suggestions were so vague that Hanna set off to review the nationally known Republican’s statements, but Hanna, whose reporting sense is informed by 30 years of statehouse reporting, found nothing.

So he kept digging. Eventually a source suggested there might be something to do with a pardon, and Hanna filed a records request.

The governor’s office released a copy of its file on a pardon request for Ryan Bader, the vice president of TriStar Arms, a firearms importer. Bader had faced an aggravated robbery charge over a 2009 incident but agreed to a plea bargain and received a light sentence. Now he wanted a pardon so that he could buy a gun again and get the licenses needed to take over the family business.

Bader’s attorney for the pardon request? Kobach. The records showed Kobach did not provide a key police affidavit that was later released by the office of GOP Gov. Jeff Colyer – whom Kobach is challenging. But there was more. Campaign finance records showed that TriStar had donated at least $7,000 to Kobach’s campaigns for secretary of state and governor. The company also helped sponsor a fundraiser with Donald Trump Jr.

Hanna’s APNewsBreak was well used, including a post on the homepage of a member that is usually hesitant to showcase work done outside its newsroom. It also became a topic of a gubernatorial debate, with Kobach defending the pardon request.

After Guatemala’s Volcano of Fire erupted June 3, sending a fast-moving flow of superheated ash, rock and debris into villages, AP staffers sprang into action. Over the next week, they worked around the clock in difficult and often-perilous conditions to produce all-formats dispatches from the scene and from shelters and funerals. They told the stories of people who had lost dozens of family members in the explosion, authorities’ search for survivors and victims, and relatives’ own return to homes buried up to the rooftops in ash to dig, in many cases with their own hands.

AP offers rare glimpse into world of China's political indoctrination camps

Last year, when Beijing correspondent Gerry Shih was working on a series of stories about the Uighurs in China, he learned that a number of citizens from Kazakhstan had been ensnared in a crackdown in the Xinjiang region where Muslims were being indoctrinated in a network of internment camps.

When one of them, Omir Bekali, decided to speak out about his eight-month ordeal in detention and in a so-called re-education center where hundreds of thousands of Muslims are being indoctrinated to disavow their religion, Shih, video journalist Dake Kang and China chief photographer Ng Han Guan traveled 2,000 miles to Almaty to interview him.

Their in-depth, all-formats report on the physical and psychological torment Bekali endured earns the Beat of the Week.

AP Exclusive: Texas biker accused of killing man who was shot by police

In the three years since the deadliest biker shooting in U.S. history, Fort Worth correspondent Emily Schmall has meticulously gathered documents, reports and court records to put together a spreadsheet that integrates autopsy reports, firearms analyses and ballistics evidence, including the names and serial numbers of the weapons, to whom they were traced, where they were recovered from and whether they were linked to a death or injury.

Her work paid off last week when prosecutors handed down the first murder charges in the case. Schmall was able to exclusively report that prosecutors had charged one of the bikers for murdering a man who was shot twice by a SWAT officer.
