AP collaboration exposes unequal lending practices across the country

When editors with Reveal from the Center for Investigative Reporting approached AP with a story on unfair lending practices, data editor Meghan Hoyer and data journalist Angel Kastanis saw an opportunity to use AP’s reach to expand the story and generate real impact.

Starting with 31 million records, representing nearly every mortgage loan application submitted in the U.S. in 2015 and 2016, they found that 50 years after the federal Fair Housing Act, people of color are still denied conventional mortgage loans at rates far higher than their white counterparts. The analysis found a pattern of denials across the country, including in major metropolitan areas.

While Reveal took the lead on the national story, Kastanis and Hoyer took the story deeper. The data distribution they prepared and shared with AP reporters and members showed 61 metro areas where applicants of color were more likely to be denied a conventional home purchase mortgage, even controlling for factors such as income, loan amount and neighborhood.

For taking the story to the next level in a way only AP can, Kastanis and Hoyer receive this week’s $300 Best of the States prize.

AP tracks record number of women running for US House seats

The Women’s March shortly after Donald Trump’s inauguration energized its backers with a message to get politically engaged. The emergence of the #MeToo movement later that year provided even more momentum. But would women follow through? At the start of 2018, a midterm election year, the state government and data teams decided to find out.

The goal was ambitious: Track every woman running for Congress, statewide office and state legislature in the country, get historical numbers for comparison and follow their electoral fates through Election Day to see if the movements had led to real change. That effort, which will be ongoing throughout the year, produced its first scoop last week when AP declared a record number of women running for the U.S. House of Representatives.

Lebanon-based team first to interview Islamic State detainees in Syria

An Islamic State cell notorious for beheading western hostages has become a major story line surrounding the terror group and its murderous onslaught in Syria. The arrest of members of the four-person cell – nicknamed “the Beatles” because of their British accents – led to heightened interest among readers and AP clients.

So it was big news and a major scoop for the AP when an all-formats team made up of reporter Sarah El Deeb, video journalist Andrea Rosa and photographer Hussein Malla obtained the first interview of two men identified as surviving members of the infamous cell.

El Deeb had been working a source for access to foreign fighters detained by Kurdish forces in Syria. When AP finally received access, the detainees were at first reluctant to talk on the record. The Lebanon-based team kept pressing, and ultimately got them to agree to an audio interview, with photos. The interview generated huge interest and dominated headlines, particularly in Britain.

For pushing to make AP the first news organization to interview two suspects alleged to have participated in some of the Islamic State’s group’s most notorious crimes, the team of El Deeb, Rosa and Malla share this week’s Beat of the Week award.

Multi-format team dominates coverage of Austin serial bombing

Three previous bombings had put Austin on edge for weeks, triggering a manhunt involving 500-plus federal agents and prompting residents to flood 911 operators with calls about suspicious-looking packages. Reporters soon inundated Texas’ capital.

When emergency personnel reported another explosion late on a Sunday night, Austin correspondent Will Weissert quickly called sources and reported that the blast was a bomb. Newsman Paul J. Weber rushed to the scene and soon confirmed the same bomber had struck a fourth time.

In the days that followed, Weber and Houston video journalist John Mone drove continuous coverage across all formats as another bomb exploded inside a FedEx processing center, and Weber broke the news that authorities were predicting an imminent arrest. As authorities closed in, the suspected bomber blew himself up around 2 a.m. the following day. A coordinated effort by Weissert, Weber and Mone, joined by Austin newsman Jim Vertuno, San Antonio photographer Eric Gay, Fort Worth correspondent Emily Schmall and Iowa City's Ryan J. Foley continued to break news and dominate play.

Throughout the week, AP also produced nuanced, multi-platform reporting on how police track cell phones, shipping facilities screen packages and how the bombings shook Austin’s chill attitude.

Sex assaults among children on US military bases routinely ignored

Last May, as Reese Dunklin and Justin Pritchard sifted through readers' email responses to AP's 2017 investigation into schoolhouse sex assault, both reporters flagged the same messages for follow-up: The tips described problems with the handling of sex assaults reported on U.S. military bases among the children and teens of service members.

Through dozens of FOIA requests and interviews, they found that reports of sexual assaults and rapes among military kids were getting lost in a dead zone of justice, with neither victim nor offender receiving help. Cases often died on the desks of prosecutors, even when an attacker confessed. And criminal investigators shelved other cases, despite requirements they be pursued, the reporters found.

Using government records and data released by the Pentagon’s military branches and school system, Dunklin and Pritchard catalogued nearly 600 cases of sex assaults among children on military bases, often after protracted FOIA negotiations. Though an acknowledged undercount, it was the first such quantification – something neither the Pentagon nor its global school system had previously done.

For shedding light on a problem too long ignored, and localizing it for AP members in their states, Dunklin and Pritchard share this week’s Best of the States award.

AP analysis: NRA contributes to schools; few willing to decline the money

Major corporations were cutting ties with the National Rifle Association after the massacre at a Florida high school, but what about schools that had received grants from the gun organization? It was a natural follow to the Associated Press’ exclusive story that the alleged shooter at Marjory Stoneman Douglas High School had belonged to a school JROTC program that received NRA grants.

Data journalist Meghan Hoyer dug through tax records to identify the schools that had received more than $7 million in NRA grants. Education beat team member Collin Binkley began calling recipients around the country to see if they would forgo the money. Few said they would.

For their work breaking news on a story that everyone is reporting and providing data that allowed AP members to localize the story, Binkley and Hoyer will receive this week’s Best of the States prize.

APNewsBreak: Phone tip leads to shady company linked to border wall contract

The short Associated Press story out of San Diego about the first border wall contract awarded under the Trump administration made only a brief mention of the Omaha, Nebraska, company that had won the contract. But that prompted a woman to call the AP. She made several claims to Chicago-based Central Desk editor Jeff McMurray without offering proof, but he figured it was interesting enough to pass along. Omaha breaking news staffer Margery Beck was asked to check into the company.

As Beck examined state business records and court documents, she discovered that the company, SWF Constructors, operated at the same address as another business that had been sued a dozen times, including at least three times by the federal government, for failing to pay subcontractors on government projects. That company, Coastal Environmental Group, was also the subject of an Interior Department audit questioning $2 million in billing for a Superstorm Sandy cleanup contract.

For aggressive records-based reporting that resulted in a timely story no one else had, Beck receives this week’s Best of the States award.

Texas effort to streamline hurricane recovery backfires

As the six-month mark approached of Hurricane Harvey hitting Texas, Austin Administrative Correspondent Will Weissert and Fort Worth Correspondent Emily Schmall teamed up to report exclusively that the state’s decision to lead housing recovery – meant to be faster and better than anything the federal government could muster – was actually resulting in backlogs that made the chaotic response after 2005’s Hurricane Katrina look good by comparison.

Acting on a tip, the duo dug into federal records and added field reporting to produce a multi-format report showing that delay by the governor, and the state land office’s steep learning curve, meant temporary shelter and quick-fix home repair programs were rolling out at a startlingly slow pace.

For excellent sourcing and taking a deeper look at Texas’ hurricane recovery process, Weissert and Schmall share this week’s Best of the States prize.

ONLY ON AP: FEMA sells trailers for pennies on the dollar despite high demand from disaster victims

In the wake of Hurricane Harvey hitting Texas in August, Emily Schmall in Fort Worth, Texas, and Michael Sisak in Philadelphia teamed up to report exclusively that the Federal Emergency Management Agency had sold off scores of trailers with little to no damage in the days leading up to the storm. Their reporting had an immediate impact: FEMA said it had halted the auctions and would evaluate whether any of the units could be used for Harvey victims.

Fast forward to November, when Sisak noticed the auctions had resumed. Working with Central Desk editor Jeff McMurray, Sisak and Schmall took a pointed look at government waste, showing how FEMA was selling gently used trailers for pennies on the dollar rather than making them available for disaster victims.

For resourceful reporting that broke new ground, Schmall and Sisak share this week’s Best of the States prize.

AP photo and reporting beats from Florida school shooting

– Photographer Joel Auerbach’s poignant image of two women crying outside a Florida high school as parents awaited news about their children after a gunman’s deadly rampage on the campus.

– Reporters Michael Biesecker and Collin Binkley’s exclusive reporting that the suspect was a “good shot” on a National Rifle Association-backed rifle team at Marjory Stoneman Douglas High School.

The two exclusives helped distinguish the coverage of the shooting at the school that left 17 dead. For capturing the human toll in a single iconic image and shedding light on the suspect’s marksmanship training, Auerbach, Biesecker and Binkley win this week’s Beat of the Week.

APNewsBreak: Lawmaker accused of meeting with prostitute used taxpayer money for hotel

Allegations that a lawmaker had been trysting with a prostitute while the Utah Legislature was in session rocked the state’s politics. The former lawmaker who had previously pushed for stricter laws cracking down on prostitution went into hiding. His attorney refused comment. The House speaker washed his hands of the scandal, and the prostitute was no longer talking, having sold the story to the tabloid site dailymail.com.

Political reporter Michelle Price needed another way into the story, so she started asking questions around the capitol.

She made a key discovery while looking at the screen grabs of the texts in the tabloid story: The dates lined up with the legislative session. She knew the lawmaker from southern Utah didn’t commute to the Legislature and would be staying in hotels while in Salt Lake City.

She started asking tougher questions. Was taxpayer money used to reimburse the lawmaker for hotel rooms where he met the prostitute? Now she had the attention of officials in state government.

Finally came the APNewsBreak: Price exclusively reported that the lawmaker used taxpayer money to book at least two hotel rooms he is accused of using to meet with the prostitute.

For determination and a commitment to exploring all angles even when the main characters weren’t talking, Price wins this week’s Best of the States.

APNewsBreak: Man charged with selling armor-piercing bullets to Las Vegas shooter

In the days after the Las Vegas shooting that killed 58 people, authorities said gunman Stephen Paddock acted alone. But search warrants showed that police and the FBI were looking at two "persons of interest."

One was Paddock's girlfriend, whom police had cleared, and the other was a man named Douglas Haig of Arizona.

Haig talked to various media, including the AP, and held a news conference characterizing his sale of tracer ammunition to Paddock as a lawful transaction.

But Phoenix newsman Jacques Billeaud wasn’t convinced. He called a source he has cultivated in law enforcement who was willing to help but didn’t know the answer to Billeaud’s questions. Then, a few days later, the official called to say that Haig indeed had been charged with a crime. Billeaud quickly checked an electronic court records system and found that armor-piercing ammunition with Haig's fingerprints had been found in Paddock's hotel room. Haig was charged with illegally manufacturing and selling the ammunition.

Billeaud's relationship with his source put the AP ahead, and customers used the AP as first word on a competitive story. For sticking with the story and using long-term source work to break news, Billeaud will receive this week’s Best of the States prize.

AP Investigation: Secret report linked Honduran national police chief to cartel coke delivery

Reporters Christopher Sherman, Martha Mendoza and Garance Burke were weeks into a deep look at police misconduct in Honduras, where public mistrust of law enforcement is among the highest in the world. So when they heard a new national police chief had been appointed, they immediately shifted gears and began asking questions about him.

What they found was explosive – a confidential government security document that detailed a troubling allegation regarding the force. It said the newly named National Police Chief Jose David Aguilar Moran had once helped a drug cartel leader pull off the delivery of nearly a ton of cocaine. The clandestine haul, worth at least $20 million on U.S. streets, was packed inside a tanker truck that, the report said, was escorted by corrupt police officers to the home of Wilter Blanco, a drug trafficker recently convicted in Florida and now serving a 20-year sentence.

For their dogged reporting, Sherman, Mendoza and Burke share the Beat of the Week.

Pope responds, in person, after AP scoop on papal letter about Chilean bishop

Holding prominent officials accountable is one of the main missions of journalism, even if it is uncomfortable at times. AP’s Nicole Winfield did just that, politely but firmly pressing Pope Francis on his knowledge of a sexual abuse scandal that has clouded his appointment of a Chilean bishop in 2015 and cast doubt about his commitment to fighting the problem.

AP Santiago correspondent Eva Vergara got the first part of the scoop for AP. She knew a letter she had spent months tracking down was toxic to Francis, to his upcoming trip to Chile, and to the Chilean bishop appointed by Francis and accused of covering up for the country's most notorious pedophile priest.

The letter showed that Francis knew that Bishop Juan Barros was accused of complicity in covering up the sexual abuse by Rev. Fernando Karadima, but appointed Barros bishop anyway. The scandal and Francis' subsequent accusations of slander against abuse victims dominated coverage. It led to Francis trying to explain himself under tough questioning by Winfield on an extraordinary in-flight press conference on his way home.

For Winfield's unflinching questioning of the pope, and Vergara's determined efforts to surface the letter that launched the story, the pair wins Beat of the Week.

AP NewsBreak: AP scoops everyone on ICE's 7-Eleven hiring sweep, biggest raid under Trump

Associated Press reporter Elliot Spagat has spent years covering the U.S.-Mexico border, building sources within the federal agencies that enforce the nation’s immigration laws and earning the respect of senior officials.

That source work paid off when Spagat scored an exclusive ride-along as federal agents executed what officials called the largest immigration action against an employer under Donald Trump’s presidency: An early-morning sweep of nearly 100 7-Eleven stories that targeted the stores’ owners, rather than the workers.

One U.S. Immigration and Customs Enforcement official said the operation was “a harbinger of what’s to come” for employers.

For his efforts to put AP ahead of the competition (some news organizations cited AP while their own reporters rushed to confirm the story), Spagat wins this week’s Beat of the Week prize.

Persistence pays: APNewsbreak on major changes in US marijuana policy

The source's message delivered by text was short and simple: "I have big news."

Sadie Gurman, a Justice Department reporter, had covered Colorado's first-in-the-nation pot experiment when she was a staffer in Denver, cultivating activists and law enforcement officials as sources. So when she transferred to Washington about a year ago, she had a burning question: When would Attorney General Jeff Sessions, a fierce opponent of decriminalization of marijuana, reverse the Obama administration’s hands-off approach to states that have legalized the drug?
