AP offers rare glimpse into world of China's political indoctrination camps

Last year, when Beijing correspondent Gerry Shih was working on a series of stories about the Uighurs in China, he learned that a number of citizens from Kazakhstan had been ensnared in a crackdown in the Xinjiang region where Muslims were being indoctrinated in a network of internment camps.

When one of them, Omir Bekali, decided to speak out about his eight-month ordeal in detention and in a so-called re-education center where hundreds of thousands of Muslims are being indoctrinated to disavow their religion, Shih, video journalist Dake Kang and China chief photographer Ng Han Guan traveled 2,000 miles to Almaty to interview him.

Their in-depth, all-formats report on the physical and psychological torment Bekali endured earns the Beat of the Week.

Trafficked Myanmar ‘bride’ escapes Chinese captivity – but loses her son

The team – Todd Pitman, Esther Htusan and Jerry Harmer – had gone to Kachin state to report on the war between Kachin rebels and Myanmar’s army. Near the end of their trip, they decided to look into a story Htusan wanted to do on bride trafficking. The lead was vague and the team wasn’t sure where it would take them.

But then, at a refugee camp, they met Marip Lu. And they knew immediately this was a story that had to be told.

With major contribution by Beijing staffers Shanshan Wang, Yanan Wang, Han Guan Ng and Dake Kang, they tell the harrowing tale of a woman who was kidnapped, held in captivity, raped and then forced to make the choice between freedom and her child. This powerful story, reported and told with great sensitivity, earns Beat of the Week.

APNewsBreak: Kobach sought pardon for VP of a corporate donor

Topeka correspondent John Hanna had been hearing hints for weeks that there might be something in Kris Kobach’s record that could cause trouble for the Kansas secretary of state and candidate for governor.

At first, it was just that: hints. The suggestions were so vague that Hanna set off to review the nationally known Republican’s statements, but Hanna, whose reporting sense is informed by 30 years of statehouse reporting, found nothing.

So he kept digging. Eventually a source suggested there might be something to do with a pardon, and Hanna filed a records request.

The governor’s office released a copy of its file on a pardon request for Ryan Bader, the vice president of TriStar Arms, a firearms importer. Bader had faced an aggravated robbery charge over a 2009 incident but agreed to a plea bargain and received a light sentence. Now he wanted a pardon so that he could buy a gun again and get the licenses needed to take over the family business.

Bader’s attorney for the pardon request? Kobach. The records showed Kobach did not provide a key police affidavit that was later released by the office of GOP Gov. Jeff Colyer – whom Kobach is challenging. But there was more. Campaign finance records showed that TriStar had donated at least $7,000 to Kobach’s campaigns for secretary of state and governor. The company also helped sponsor a fundraiser with Donald Trump Jr.

Hanna’s APNewsBreak was well used, including a post on the homepage of a member that is usually hesitant to showcase work done outside its newsroom. It also became a topic of a gubernatorial debate, with Kobach defending the pardon request.

For smart digging and use of public records that helped drive the news agenda and political conversation, Hanna wins this week’s Best of the States award.

Chicago gangs embrace social media – often with deadly results

Chicago legal affairs writer Michael Tarm had been anticipating the release of a 400-page report on gangs, compiled about once every six years by the Chicago Crime Commission. He touched base with the commission every few months for years, asking for advanced access to the documents.

It paid off.

Tarm obtained exclusive access to new law enforcement gang intelligence before its official release, then he spent weeks going through police and court records to find a gang-related killing to serve as a narrative of the findings. He uncovered the case of Lamanta Reese, a story illustrating how social media is transforming the city’s street-gang culture with deadly consequences. Gang member Reese, 19, had posted a smiley-face emoji on Facebook in response to an off-color joke about the mother of a rival gang member. Days later, that rival crossed the street between their gang factions, sneaked up on Reese and fatally shot him 11 times.

The story got strong play, with more than 10,000 page views on AP’s site the first day – almost 17,000 overall. The main story was published by 220 sites, including The New York Times and Washington Post, as well as the hometown Chicago Tribune and Sun-Times. The Sun-Times and Daily Herald also ran it in their papers.

For obtaining exclusive access to law enforcement gang intelligence before its official release, poring over police and court records, and drawing on in-depth sourcing to produce a multiformat, compelling narrative, Tarm wins this week’s Best of the States award.

Only on AP: No justice for patients of sex-abusing Philadelphia physician

Police in New York City and New Jersey had already charged Dr. Ricardo Cruciani with rape and other serious sex offenses that could put him away for decades.

But in Philadelphia, where the allegations first surfaced? Some officials wouldn’t even return phone calls, according to the women who say they were victimized by the prominent neurologist.

Alarm bells went off for northeastern Pennsylvania correspondent Michael Rubinkam when police in Philadelphia did not pursue a felony case, even though some of the accusers in New York and New Jersey cases said they had been assaulted in Philadelphia, too. He interviewed six women who described what they viewed as a shocking lack of care and concern on the part of city police and prosecutors. The women said they felt like they’d been victimized twice – first by the doctor, then by law enforcement.

Rubinkam’s artfully written Only on AP story was widely used, and was displayed prominently on the homepage of Philadelphia's two major newspapers.

For enterprising work on a story of intense regional interest, Rubinkam wins this week’s Best of the States award.

Mentally disabled man made false confession to murder in 1998 – now it's used against him

A mentally disabled Louisiana man walked free last week after 20 years in prison for a killing his attorneys say he didn't commit. But New Orleans reporter Janet McConnaughey questioned why his plea agreement blames him for obstructing justice.

Corey Williams was a 16-year-old who still sucked his thumb, often wet himself and had been hospitalized for extreme lead poisoning when Shreveport, Louisiana, police brought him in for questioning in 1998 about a shooting that killed a pizza deliveryman.

For hours, he said he was innocent. Finally, Williams told police he did it and wanted to go home and lie down.

Two decades later, with doubts swirling around his murder conviction and the case submitted to the U.S. Supreme Court for review, Williams accepted a plea agreement, pleading guilty to manslaughter and obstructing justice.

McConnaughey asked the district attorney's office for documentation outlining the plea deal. There it was: Williams said he’d obstructed justice by removing evidence from the crime scene and by providing “a false inculpatory statement to police." Williams’ signature was in inch-high printing, with big circles over the i’s.

McConnaughey’s story received strong use by AP customers. For pursuing the underlying details and shining a light on a deal that set Williams free – but only after putting the blame on himself for a false confession – McConnaughey wins this week’s Best of the States award.

AP lands elusive first interview with two black men arrested at Starbucks

The arrest of two black men at a Starbucks in Philadelphia for sitting without ordering anything turned into a major crisis for the coffee chain and sparked a national conversation on unconscious bias and overt racism.

But the two men at the center of the controversy sought to maintain their privacy as they tried to make sense of the ordeal. They even moved to a hotel to hide out as the scandal unfolded with numerous interview requests to tell their story.

Knowing the sit-down with the men was essential, Pennsylvania Editor Larry Rosenthal pressed for an interview, noting that one conversation with AP would relieve the pressure they were feeling from so many outlets. Errin Haines Whack, the AP’s national race and ethnicity writer, followed up with a written pitch. She noted she was based in Philly and wanted to hear both their version of events and what they hoped to see moving forward. In the end, that sealed the deal.

For landing the critical interview and delivering it in multiple formats, Whack is this week’s winner of Best of the States.

Multi-format team dominates coverage of Austin serial bombing

Three previous bombings had put Austin on edge for weeks, triggering a manhunt involving 500-plus federal agents and prompting residents to flood 911 operators with calls about suspicious-looking packages. Reporters soon inundated Texas’ capital.

When emergency personnel reported another explosion late on a Sunday night, Austin correspondent Will Weissert quickly called sources and reported that the blast was a bomb. Newsman Paul J. Weber rushed to the scene and soon confirmed the same bomber had struck a fourth time.

In the days that followed, Weber and Houston video journalist John Mone drove continuous coverage across all formats as another bomb exploded inside a FedEx processing center, and Weber broke the news that authorities were predicting an imminent arrest. As authorities closed in, the suspected bomber blew himself up around 2 a.m. the following day. A coordinated effort by Weissert, Weber and Mone, joined by Austin newsman Jim Vertuno, San Antonio photographer Eric Gay, Fort Worth correspondent Emily Schmall and Iowa City's Ryan J. Foley continued to break news and dominate play.

Throughout the week, AP also produced nuanced, multi-platform reporting on how police track cell phones, shipping facilities screen packages and how the bombings shook Austin’s chill attitude.

Nothing routine about it: Larger-than-life photo of Putin dominates play

It's hard to pull off a truly distinctive photo at a set-piece event with the world's press also gathered there. Russia's Chief Photographer Alexander (Sasha) Zemlianichenko, a two-time Pulitzer Prize winner, did just this with a low angle on the big screen of Putin's face, staring down and dominating the audience at Putin's state-of-the nation address March 1. The photo, which graced front pages and websites around the world, wins the Beat of the Week.

APNewsBreak: Man charged with selling armor-piercing bullets to Las Vegas shooter

In the days after the Las Vegas shooting that killed 58 people, authorities said gunman Stephen Paddock acted alone. But search warrants showed that police and the FBI were looking at two "persons of interest."

One was Paddock's girlfriend, whom police had cleared, and the other was a man named Douglas Haig of Arizona.

Haig talked to various media, including the AP, and held a news conference characterizing his sale of tracer ammunition to Paddock as a lawful transaction.

But Phoenix newsman Jacques Billeaud wasn’t convinced. He called a source he has cultivated in law enforcement who was willing to help but didn’t know the answer to Billeaud’s questions. Then, a few days later, the official called to say that Haig indeed had been charged with a crime. Billeaud quickly checked an electronic court records system and found that armor-piercing ammunition with Haig's fingerprints had been found in Paddock's hotel room. Haig was charged with illegally manufacturing and selling the ammunition.

Billeaud's relationship with his source put the AP ahead, and customers used the AP as first word on a competitive story. For sticking with the story and using long-term source work to break news, Billeaud will receive this week’s Best of the States prize.
