AP breaks news that a student is filing complaint over university's handling of her sexual assault

for being first to report that an Old Dominion University student had filed a complaint with federal officials saying the school bungled her sexual assault case. The complaint alleged that campus police prevented the student from receiving a time-sensitive medical exam and denied her food, water and access to the bathroom for nearly eight hours. http://bit.ly/2dn0Ph8

​Ex-sect members tell AP that prosecutors obstructed abuse cases

It’s one of the most important lessons of investigative journalism: One good story can lead to another. Don’t give up after the first round. Keep digging.

That’s what Mitch Weiss of the national investigative team did after his explosive first story on the Word of Faith Fellowship. His follow-up story earns the Beat of the Week.

It took Weiss many months to persuade 43 former members of the Fellowship to open up – on the record and identified – with stories of adults and children being slapped, punched, choked and slammed to the floor in the name of the Lord. But getting so many of the reluctant ex-congregants to talk was only the start of his journalistic journey.

AP Exclusive: Ex-congregants reveal years of ungodly abuse

This story begins in 2014, when five members of Word of Faith Fellowship, an evangelical congregation in western North Carolina, were indicted for beating a young man because they thought he was gay. Mitch Weiss, an investigative reporter based in Charlotte, reached out to the man, Matthew Fenner, who told a harrowing tale.

For Weiss, that conversation was the beginning of a nearly two-year quest to tell the story of Word of Faith and its controlling leader, Jane Whaley, a 77-year-old petite former math teacher with a thick Southern accent. Working alongside Atlanta-based video journalist Alex Sanz, Weiss eventually pieced together a startling and comprehensive look at a religious community that promised its members peace and prosperity. What they got was violence and abuse, administered in the name of God, former followers told him.

Part one of that series, published this week, wins Best of the States, and there is more to come.

Lie detectors trip up border agency applicants

San Diego correspondent Elliot Spagat was chatting with a longtime government source and she mentioned her son applied to Customs and Border Protection but was rejected after failing a polygraph test. She and her son were mystified by the result. Soon after, a member of Spagat’s running group – a military veteran with a stellar resume – told the same story of a failed Border Patrol test.

Intrigued, Spagat brought up the issue during a regular check-in call with an official involved in recruiting for the Border Patrol. The official told him the polygraph failure rate was very high. Spagat knew he was on to something and kept pressing, next talking to Border Patrol Commissioner Gil Kerlikowske, who gave him a failure rate – 65 percent.

But Kerlikowske didn’t see the number as a negative – it meant the agency was applying tough standards to find its officers. Still, a two-thirds failure rate struck Spagat as abnormal but how could he prove it? Comparable data was hard to find.

So Spagat set about creating it.

‘I want to be with Carrie’: At Reynolds and Fisher deaths, AP gets exclusives

When Carrie Fisher died, generations lamented the loss of their Princess Leia. But when actress Debbie Reynolds died a day later, the near-simultaneous passings of mother and daughter were seen worldwide as an epic tragedy.

It was AP Entertainment Writer Sandy Cohen who first reached Fisher’s brother, Todd, to confirm that his sister had been hospitalized. Days later, it was AP Television Writer Lynn Elber who first reached Todd Fisher to confirm the unthinkable -- that his mother had died, as well. Their sterling work is the Beat of the Week.

Assassination of the Russian Ambassador

On his way home, AP photographer Burhan Ozbilici stopped at the opening of a photo exhibit at Ankara’s Contemporary Arts Center. The Russian ambassador to Turkey was to speak, and Ozbilici figured the AP could use images of the envoy for its archives.

Shockingly, Ozbilici instead found himself a witness to an assassination. With cool head and steady hands, he documented the killing of Ambassador Andrei Karlov, capturing some of the most astonishing images of this or any other year. His photo of the raging gunman _ one hand holding the gun, the other pointed to the ceiling, his lifeless victim on the floor _ would appear on countless front pages and broadcasts and websites. Within hours, it was seen by some 18 million people on Facebook alone.

Even in a year of remarkable work by AP staffers, Ozbilici’s photos and actions were extraordinary _ and richly deserving of the final Beat of the Week award of 2016.

Why is Chicago a murder capital? Clues from a bloody month

As Chicago’s homicide rate has surged throughout the year, the police department’s tally of the previous month’s body count has taken on an air of the routine. Even as the city’s murder rate has passed new milestones, the figures have provided little more than a headline. And little insight into the causes and victims of the city’s violence.

Chicago reporter Don Babwin set out to shed light on that violence in the wake of the announcement that August was the deadliest month in the city in two decades.

Lead crisis in housing project was actually no surprise

The down-at-the-heels industrial city of East Chicago, Indiana, made headlines around the world in August after the mayor ordered 1,000 people to get out of a 40-year-old public-housing complex because of lead contamination.

Many residents and observers expressed surprise: How could such a problem go overlooked for so many decades?

The Chicago bureau’s Sara Burnett and Jason Keyser teamed up for several weeks of intensive document and street reporting. What they found was as disturbing as the original news: The hazard shouldn't have been a surprise to anyone – because the housing complex had been built on the former site of a lead-products factory.

Libraries cope with patrons visiting them to use heroin

The stories of heroin addicts overdosing in unusual places have become numbingly familiar: a McDonald’s play area, inside a children’s hospital, even while driving down the highway.

But it was another odd location -- the restroom of a library -- that drove Columbus reporter Kantele Franko to identify an additional, tragic twist to these stories. Franko learned over several weeks of reporting that the same qualities that make libraries ideal for studying and reading — unfettered public access, quiet corners and nooks, minimal interaction with other people — also make them appealing places to shoot heroin.

4 Hours in Huntington: how the heroin epidemic choked a city

The scene, presented in the most vivid close-up, shows a paramedic frantically pushing an IV full of an opioid blocker into the vein of a woman turning blue and barely breathing. Then the radio squawks: Two more overdoses just reported. Where will Claire Galofaro’s riveting narrative go from here?

“The woman’s eyes blinked open” she writes next. Then: “Red lights on the phone at the 911 dispatch center flashed faster and faster until all 16 lines were screaming. They called from the dining room of a rickety house, the parking lot of a fast food restaurant, the bathroom of a gas station. `People are dying everywhere,’ one caller said.”

Historic flooding in Louisiana

Many media were slow to respond to the historic flooding in Louisiana this month, but not The Associated Press. AP journalists provided timely, perceptive and poignant spot and enterprise stories from the very first hours of the torrential rains.

Aggressive cross-format coverage by a staff focused on stories of real people were key to covering the disaster. In text, the reporters included New Orleans administrative correspondent Rebecca Santana; Baton Rouge correspondent Melinda Deslatte; and newsmen Mike Kunzelman in Baton Rouge and Kevin McGill in New Orleans. Freelance photographer Max Becherer and video journalists John Mone of Houston, and Josh Replogle of Miami rounded out AP's team on the ground.
