Only on AP: Countless inland bridges being raised to prepare for climate change floods

Des Moines News Editor Scott McFetridge was out on his daily run one morning when he discovered that a pedestrian bridge he often crossed was blocked off for reconstruction. He was mystified. Why did a fancy bridge that had been rehabilitated only recently need another overhaul?

The answer put him onto a fascinating story.

This Iowa bridge, and countless others far from the coasts, had to be raised because higher river levels expected from more rain caused by climate change might inundate them. New bridges and old bridges, major multi-lane spans and small rural ones, were in danger. And in not a few cases, this was happening in states where many in government question the validity of climate change.

For discovering something that was in plain sight but no one had noticed, McFetridge wins this week’s $300 Best of the States prize.

50-state investigation reveals arbitrary patchwork of justice for juvenile lifers

After the U.S. Supreme Court told states that juveniles who had been given mandatory life without parole sentences should get the chance to argue for their release, national writers Sharon Cohen and Adam Geller wanted to know how judges, prosecutors, lawmakers and parole boards were dealing with the inmates.

Aided by reporters in all 50 states, their exhaustive investigation showed for the first time that the high court’s mandate in 2016 to give inmates a chance at freedom is being applied inconsistently, varying from state to state, even county to county, “in a pattern that can make justice seem arbitrary.”

The resulting three-day series featured deeply reported text stories, an expansive photo report of inmates from across the country, a 16-minute audio extra, a video animation on teen brain development, a video story, and a searchable trove of state-by-state details – all hosted in a dynamic hub on APNews.com.

Cohen and Geller’s work wins this week’s Beat of the Week prize.

AP finds US buildings using the same cladding blamed in London fire

Sometimes a story doesn’t come from a reporter’s beat or region, just from natural journalistic curiosity.

Atlanta’s Jeff Martin was intrigued after investigators blamed the deadly tower fire in London in part on the flammable cladding that wrapped around its exterior. Wondering what buildings in the U.S. might be using the cladding, he went to the manufacturer’s website and found a trove of information in a promotional brochure.

The brochure said the cladding was used on a terminal at the Dallas airport, the Cleveland Browns stadium, an Alaska High School and a high-rise hotel in Baltimore. Martin, Gainesville, Florida, reporter Jason Dearen, and Baltimore reporter Juliet Linderman helped coordinate a cross-country, multi-media reporting effort that wins this week’s Best of the States.

AP Exclusive: Anti-outsourcing senator's family business uses Mexican labor

One of the most vulnerable senators up for re-election in 2018 – Democrat Joe Donnelly of Indiana - has staked his nearly two-decade political career on opposition to outsourcing and free-trade agreements that ship American jobs abroad.

Following up on a tip from Washington, D.C., colleague Erica Werner, Indiana Statehouse reporter Brian Slodysko pulled together public documents and customs records to reveal that Donnelly has benefited financially from the very free trade policies he has decried since his first run for Congress. As Slodysko reported in his “Only on AP” story, Donnelly earned thousands of dollars in 2016 alone from stock in the arts and crafts business his family has owned for generations, which ships raw materials to its Mexican factory that produces ink pads and other supplies.

For shining light on something a politician would have preferred left unknown to his constituents, Slodysko wins this week’s Best of the States award.

AP reporting prompts bill forcing Nevada agencies to reveal federal reviews

Statehouse reporters know to follow the money, that to hold government accountable we need to know where taxpayer money goes and how it is used. Nevada temporary legislative reporter Alison Noon did just that recently and helped bring about a promised change in policy that will make the workings of the state capital more transparent.

Noon first began reporting a story that rural health clinics offering family planning services to low-income women had slashed services and were turning women away for lack of funding after federal grant money dried up.

In the course of her reporting, Noon learned the program’s federal funding had been cut after a scathing federal review that showed widespread mismanagement and poor medical practices at the rural clinics. That highly critical federal report went unmentioned when the program’s administrator sought additional state funds during the legislative session.

Noon set out to learn why. She found Nevada did not require state administrators to share the results of such federal reviews with anyone – not the governor, not department heads, not state auditors. Her reporting led to a recently proposed requirement that such reviews be shared with Nevada auditors.

Long leads team coverage of fatal hospital shooting

New York City police reporter Colleen Long was taking the elevator at police headquarters on a quiet Friday afternoon before the Fourth of July weekend when she overheard a couple of patrol officers suddenly talking with alarm. “Oh my God,” one of them said. “Something’s going on at Bronx Lebanon Hospital. I think an active shooter.”

Long got off on the next stop and immediately called a source as she took the stairs down to her office in the second-floor press room, known as “the shack.” By the time she got to the desk, she had enough information to call the New York City bureau with a barebones APNewsAlert: “NEW YORK (AP) — Police are responding to a report of shots fired inside a New York City hospital.”

So began a bureau-wide reporting effort on a story that would unfold in unusual detail, even in the long litany of American gun violence. For leading a team effort that put the AP out front and kept us there, Colleen Long wins the Best of the States Award and the $300 that goes with it for the second week in a row.

Enterprising desk work puts AP out front on amusement park rescue

Colleen Long was by herself on the New York City desk this past Sunday with plenty to do, including taking feeds from two different stringers to update national stories on gay pride parades and a graduation at a suburban high school shattered by killings blamed on the violent MS-13 gang.

But she still managed to jump into action on what turned out to be one of the day’s most clickable stories – of a teenager who dangled and then fell 25 feet from a gondola ride at an upstate New York amusement park.

Not only did Long land an interview with a father and daughter who scrambled to safely catch the 14-year-old girl, she also got the man to send in video that a friend took of the entire event, a reporting tour de force that singlehandedly put the AP out front across all formats.

For doggedly working a story from the desk to keep the AP competitive, Colleen Long wins this week’s Best of the States Award.

AP analysis: How gerrymandering benefited GOP in 2016

How is it that Republicans and Democrats can split the vote about equally in races for Congress and state legislatures, yet the GOP wins significant majorities in the House of Representatives and in statehouses across the country? Partisan gerrymandering, which manipulates legislative districts for one party’s benefit, has been suspected, but there has been no way to actually quantify it – until now.

An Associated Press team of David Lieb, Meghan Hoyer and Maureen Linke, applying a new statistical method that calculates partisan advantage, analyzed U.S. House and state legislative races across the country last year and found that redistricting controlled by Republicans had given their party a distinct advantage and one that will be hard for Democrats to overcome in upcoming election cycles.

Their multi-format report – including easy-to-grasp interactives and a trove of localized data – is the Beat of the Week.

AP gets first juror comment in Philando Castile trial

When Officer Jeronimo Yanez was acquitted in the fatal shooting of black motorist Philando Castile, a question on the mind of every reporter in the courtroom was this: How did jurors reach their verdict?

One of those reporters, Minneapolis’ Amy Forliti, had been laying the groundwork to answer that question for two weeks. Her efforts paid off with The Associated Press getting the first interview with a juror – critical insight into a case that had generated global interest since millions of people saw the aftermath of Castile's death from his girlfriend's livestream on Facebook.

Meanwhile, colleague Steve Karnowski’s subsequent interview provided details in AP’s story that no one else had: The jury had been split 10-2 earlier in the week in favor of an acquittal, and neither of the two jurors who favored conviction was black.

For smart reporting and strong execution that put the AP ahead on a competitive aspect of a competitive story, Forliti and Karnowski win this week’s $300 Best of the States prize.

How Sri Lanka let U.N. peacekeepers get away with sexual abuse in Haiti

When The Associated Press last year started to look into the issue of sexual abuse by U.N. peacekeepers, one finding was a leaked investigative report detailing how a group of 134 Sri Lankan peacekeepers preyed upon young Haitian children in a sex ring that lasted for three years. Beyond that was another startling find: The U.N. accepted a Sri Lankan general who was accused of being a war criminal to lead the investigation of another rape in the Caribbean country.

AP’s Katy Daigle traveled to Sri Lanka to score a rare, extended interview with Maj. Gen. Jagath Dias and question him about his role – and to press government and military officials on how they'd followed up on the allegations. In London, meanwhile, investigative reporter Paisley Dodds was tipped by sources to a State Department memo on the WikiLeaks site in which a former U.S. ambassador to Sri Lanka raised concerns that that country’s military and government were complicit in war crimes during the 26-year civil war.

Their disclosures earn the Beat of the Week.

​Death row inmates' last words: Apologies, thanks, defiance

To most, inmates facing execution in America are just names, mug shots and written descriptions of their crimes.

AP was interested in going beyond that, seeking to tell their stories in creative ways that reach beyond our traditional audiences. To make that happen, a unique interactive created by Atlanta-based reporter Kate Brumback, Interactive Editor Nathan Griffiths and Interactive Producer Roque Ruiz takes people inside Georgia’s execution chamber to actually hear the last words of inmates right before they were put to death.

For their resourceful and compelling work, the team of Brumback, Griffiths and Ruiz receives this week's Best of the States award.

AP Exclusive: a look inside the 'pie car' and the last days of Ringling Bros.

New York City photographer Julie Jacobson and Michelle Smith, Providence, Rhode Island, correspondent, spent weeks negotiating with the parent company of the Ringling Bros. and Barnum & Bailey Circus about what sort of access they could get to the performers and crew as “The Greatest Show on Earth” drew to a close after 146 years.

What they really wanted was to get on the train where the workers lived, the last of its kind in the world. Finally the word came down: We could get on the “pie car” for the clowns’ last breakfast, but they would not be in costume, and we could absolutely not see the rest of the train, out of respect for the privacy of the performers.

But Jacobson and Smith don’t take no for an answer. The access they got, the stories they heard and the images they saw formed the basis for an exclusive and heart-tugging package of photos, traditional and 360 video, and text.

Eligible Wisconsin voters turned away by strict voter ID law

Republicans in Wisconsin had pledged that no eligible voter would be disenfranchised when they passed a strict voter ID law in 2011. After it was used for the first time last year in a presidential election, a group of AP reporters sought to put that promise to the test.

Weeks of research and source work led them to a retired Milwaukee resident who had voted for years and brought to the polls her Social Security card, Medicare card and county-issued bus pass with photo ID; a Navy veteran whose Illinois driver's license was good enough to board a plane and open checking account; an 85-year-old man who had voted in the same small town for years; and a recent college graduate who went to the polls with her three forms of identification – her student ID, copies of her lease and utility bill, and her ID from her home state of Ohio.

In the end, all were turned away or had to cast provisional ballots that were never counted.

For exposing the practical effects of the ID law on Wisconsin citizens, the team of Cassidy, Moreno and Antlfinger wins this week's Best of the States award.

Fenway incident prompts a deeper look at racial issues in Boston sports

When Baltimore Orioles' outfielder Adam Jones was the target of racial slurs at Fenway Park, the story resonated beyond sports, and required reporting that provided deeper context and meaning.

Philadelphia reporter Errin Whack has written previously about the intersection of sports, culture and race as a member of AP's Race & Ethnicity reporting team. She was tasked with explaining why Boston is perceived, particularly among blacks, as a racist sports town – a perception that also is challenged by many others as unfair and outdated. She had to figure out a way to plainly and objectively lay out for readers where this perception came from, and the lasting effect it has on both the city and its sports teams.

And she had to get this done on a tight deadline. For her timely, layered look at this racially-charged issue, Whack receives this week's Best of States award.

Witnessing death: AP reporters describe problem executions

The last of four executions carried out by Arkansas in April highlighted concerns about the drug midazolam. The sedative has been adopted by many states in recent years as part of their lethal injection protocol in place of barbiturates and anesthetics no longer available because manufacturers don't want them used in executions.

How did that midazolam execution compare to others, some in other states, where problems were alleged?

It was a question the AP – with its nationwide profile – was uniquely positioned to answer. For its depth of coverage, the multi-state AP team wins this week's Best of States award.

AP delivers unmatched cross-format coverage as Arkansas pursues unprecedented execution plan

In February, Arkansas announced a series of April executions that, if carried out, would make history in the United States: Over an 11-day period, the state would put to death eight inmates – two each on four days. No state had performed so many executions in such a short time since the Supreme Court re-instated the death penalty in 1976.

And Arkansas, which had not carried out an execution since 2005, had a curious justification for the expedited timetable: the supply of one of its three execution drugs was expiring at the end of the month. Officials were not confident they could obtain more.

Weeks before the first planned execution, a team of AP journalists in Arkansas and beyond set out to both chronicle the executions and offer deep and varied enterprise that broke news. Their work earns this week's Best of States award.

Must-read stories: UN sex abuse, El Faro sinking share Beat of the Week honors

The stories could not be more different. One revealed that United Nations peacekeepers had been accused of thousands of instances of sexual abuse over 12 years. The other recounted the last hours of a doomed freighter and its crew, as they sailed into a hurricane.

But both of these AP stories – by Paisley Dodds and Jason Dearen, respectively – drew extraordinary notice, captivating readers in a busy news week. And in a departure from usual practice, the two contrasting stories, a hard-hitting investigation and a powerful narrative, are being recognized as co-winners of the Beat of the Week.

AP investigation reveals federal judge impaired by alcoholism

Baton Rouge-based reporter Michael Kunzelman was reporting on the police killing of a black man outside a convenience store last summer when a source called to encourage him to look into a case in front of a federal judge that had been mysteriously reassigned. It wasn’t the easiest time to be chasing down tips: the Alton Sterling shooting was swiftly followed by the killings of three law enforcement officials and then catastrophic flooding in Louisiana’s capital.

But Kunzelman didn’t forget about it.

When he was free, he began an investigation into the performance of U.S. District Judge Patricia Minaldi, work that would take months and aggressive use of public records. It culminated with the discovery last week she’d been ordered to seek treatment for alcoholism so severe that a colleague believed she couldn’t take care of herself. For his work Kunzelman wins this week’s Best of the States award.
