AP investigation: States spent billions on medical supplies

took the lead in obtaining and analyzing public records that disclosed state coronavirus-related spending that had largely been kept from the public. The reporters filed Freedom of Information Act requests in all 50 states seeking purchase order records to determine how much was being spent on what items, which suppliers the states were using and how the spending compared across the states.The findings revealed that overall the states spent at least $7 billion on medical gear in the first few months of the pandemic, a massive amount that had not been reported until AP’s investigation. Even lawmakers in most states did not know the scope of spending, much of which was inflated by competition between states and huge price markups for routine items.The project reflected a signature goal of the AP news department this year: to “connect the dots” across the states for our U.S. customers in a way that only AP can. After months spent analyzing the state-by-state information, the data team made all the information available in an easy-to-use format for AP members and for our own state reporters. As demand for medical oxygen soars, AP reveals inequality in the global supply

The AP story came to a startling conclusion: In much of the world, medical oxygen is expensive and hard to get – a basic marker of inequality both between and within countries. 

With the pandemic exposing this stark fact, AP looked primarily to Guinea to illustrate the global challenges of supplying bottled oxygen in the world’s least developed nations. Correspondents Lori Hinnant and Carley Petesch conducted scores of interviews with health officials and nongovernmental organizations around the world, while stringers Boubacar Diallo and Youssouf Bah reported from the heart of the pandemic in the West African nation. 

Their all-formats package, including wrenching accounts of families directly affected by oxygen shortages, sparked immediate reaction, including a plan outlined by the World Health Organization. 

For aggressive and resourceful coverage of lethal inequities in the supply of medical oxygen to the developing world, the team of Hinnant, Petesch, Diallo and Bah earns AP’s Best of the Week award.

​AP analysis: Legal sales of recreational pot impact medical marijuana users

As states that permit sales of only medical marijuana transition to legalizing recreational use of pot, Portland reporter Gillian Flaccus noticed a trend in Oregon: most medical pot dispensaries were closing. She asked why, and what were the effects on patients?

Teaming with Los Angeles-based data reporter Angel Kastanis, the AP set out to answer that question. Kastanis had spent six months compiling a first-of-its-kind national data set on medical marijuana patients, and Flaccus used it to produce an exclusive all-formats package showing that when states legalize pot for all, medical marijuana patients often are left with fewer, and costlier, options.

Flaccus’ story was one of the most popular on AP with strong reader engagement. And Kastanis plans to update the data set twice a year, allowing AP and its subscribing data customers to track industry trends.

For making the AP the go-to source for data trends on medical marijuana and shining a light on the unexpected negative consequences for patients of legalizing recreational pot use, Flaccus and Kastanis earn AP’s Best of the Week honors.

AP traces black Americans’ history of mistrust toward the medical field

As New York, Chicago, New Orleans and other cities with large black populations began to emerge as hot spots for COVID-19, reporters Aaron Morrison and Jay Reeves decided it would be relevant to examine how black Americans have historically mistrusted the medical field.

The pair connected the skepticism in the black community in part to the aftermath of the notorious “Tuskegee Study,” in which roughly 600 poor black Alabama men were left untreated for syphilis to track the disease’s progress. The secret program was exposed in 1972 and ended, but its effects linger, well beyond Alabama.

With photography by Bebeto Matthews, the story received heavy play as the nation wrestled with the high rate of coronavirus infections among the black community.

For setting the AP apart with a timely examination of black Americans’ mistrust of the medical field, Morrison, Reeves and Matthews win this week’s Best of the States award.

AP investigates medical care at immigrant detention facility after explosive allegations

The allegations were explosive: A nurse at an immigration detention facility in rural Georgia said a gynecologist she called “the uterus collector” performed mass hysterectomies without detainees’ consent. 

Reaction was fast and furious, but the AP treated the unsubstantiated allegations cautiously. Immigration reporter Nomaan Merchant dug into the story amid intense competition, reaching out to sources, doctors and a detainee who had surgery performed without her consent. 

While his review did not find evidence of mass hysterectomies, Merchant revealed a growing pattern of women not consenting to procedures that potentially jeopardized their ability to have children. Three days later, the AP was first to report that the doctor would no longer treat immigrant detainees.   

For impressive work that broke new ground on a highly charged story, Merchant wins AP’s Best of the Week award.

Joint AP/‘Frontline’ investigation reveals deadly failures in US medical supply chain

With exceptional multiformat journalism, AP investigative reporters Martha Mendoza and Juliet Linderman exposed the collapse of the U.S. medical equipment supply chain that led to deadly shortages of crucial personal protective equipment during the pandemic.

In collaboration with public television’s “Frontline,” the Center for Global Reporting and AP reporters worldwide, “America’s Medical Supply Crisis” identified a series of missteps in the U.S. that contributed to one of the highest death rates per capita in the world.

The investigation elicited strong public engagement, praise from public health experts and response by bipartisan members of Congress.

Long leads team coverage of fatal hospital shooting

New York City police reporter Colleen Long was taking the elevator at police headquarters on a quiet Friday afternoon before the Fourth of July weekend when she overheard a couple of patrol officers suddenly talking with alarm. “Oh my God,” one of them said. “Something’s going on at Bronx Lebanon Hospital. I think an active shooter.”

Long got off on the next stop and immediately called a source as she took the stairs down to her office in the second-floor press room, known as “the shack.” By the time she got to the desk, she had enough information to call the New York City bureau with a barebones APNewsAlert: “NEW YORK (AP) — Police are responding to a report of shots fired inside a New York City hospital.”

So began a bureau-wide reporting effort on a story that would unfold in unusual detail, even in the long litany of American gun violence. For leading a team effort that put the AP out front and kept us there, Colleen Long wins the Best of the States Award and the $300 that goes with it for the second week in a row.
