AP analysis: Sports betting has not been the jackpot some states expected

When the Supreme Court allowed all states to offer betting on sports, some lawmakers across the country saw an opportunity: Here was a way to bolster state budgets with revenue from an activity that was already happening in the shadows. But an AP review showed that actual tax revenue has yet to match expectations in the majority of states that legalized sports gambling.

State government team reporter Geoff Mulvihill, based in New Jersey, and Rhode Island statehouse reporter Jennifer McDermott looked through monthly state revenue reports and then compared the tax revenue generated to the original estimates in the legislation that authorized sports betting. They found that in four of the six states that legalized it last year – Rhode Island, West Virginia, Mississippi and Pennsylvania – tax revenue was far below what the state had projected it would be.

The revenue story was the latest in a string of distinctive stories from reporters working the sports betting beat. Many of the stories, including the state revenue piece, have been accompanied by a data set compiled by Mulvihill that tracks every piece of legislation related to sports gambling. It is being made available to all AP customers who subscribe to our data distribution platform and has been promoted to local reporters as a way to add context to their stories.

For revealing the difference between lawmakers’ promises on tax revenue and the reality, Mulvihill and McDermott win this week’s Best of the States prize.

Money madness: AP analyzes, how much is that NCAA berth worth?

It’s no secret that the NCAA college basketball tournament is big business. But just how big, and how has the pie been divided?

The New York-based team of college sports reporter Ralph Russo and data journalist Larry Fenn took on that reporting and accounting challenge, making AP the first news organization to document who received more than $3 billion in March Madness payouts over two decades.

Complicating their task was the fact that the NCAA referred to payments with a complex “unit” formula, while 32 different athletic conferences had their own rules for distributing the funds back to schools. Russo peppered the NCAA with questions, ultimately getting detailed numbers back to 1997. Fenn parsed tournament results to quantify wins and bids that qualified for payment under the system.

The work led to several stories by Russo and his colleagues in Sports detailing the money side of the annual tournament, including diminishing shares for smaller conferences, an explainer on the system itself and the value of the final invitations to the field. Fenn also collaborated on a data distribution for members doing their own stories focused on individual schools, as well as a robust interactive.

The AP-exclusive stories drew extensive play in the heat of March Madness, showcasing the power of AP when we think ambitiously and outside the box, even around annual events already in the glare of the media spotlight. For their outstanding work, Russo and Fenn win AP’s Best of the Week.

AP's 50-state analysis: State legislatures lack public records of sexual misconduct claims

As the #MeToo movement spread to state capitols, AP statehouse reporters filed uniform FOIA requests with every legislature seeking information about past sexual misconduct cases and payouts to victims. The coordinated effort, overseen by State Government Team reporter David Lieb, produced some interesting numbers: roughly 70 complaints and nearly $3 million in sexual harassment settlements over the past decade.

But the real story was the information that wasn’t released.

In fact, a majority of states would not disclose records related to sexual misconduct among lawmakers. The most common response was that they had received no such complaints over the past decade, did not keep a record of any such complaints or were not legally bound to disclose the records. But Lieb's research revealed that even states with documented cases of lawmaker sexual harassment were not releasing records about those allegations – and potentially others.

Lieb worked with data editor Meghan Hoyer to organize and analyze the responses from our statehouse reporters in every state. The resulting spreadsheet was distributed to AP bureaus and customers weeks ahead of publication to allow for localizations. AP reporters in 19 states did just that, producing sidebars that in many cases landed on A1.

The mainbar and the state-by-state list of accused lawmakers received wide interest on the APNews app. The story also landed on at least 20 front pages.

For their 50-state accountability project on a topic that continues to rattle state capitols, Lieb and Hoyer win this week’s Best of the States award.

Exclusive AP analysis: The NFL keeps getting younger and cheaper

The unusually short careers of NFL players have long been a thorny issue among the players, the league and even fans of one of the most injury-prone leagues in sports. A pair of high-profile contract disputes during the 2018 season placed the topic front-and-center yet again.

But what more was there to say?

Denver-based national sports writer Eddie Pells and Global Sports Editor Michael Giarrusso came up with the idea of mining data to illustrate how average experience on NFL rosters has changed since 2011, when the league and players agreed to a contract designed in part to help veterans get a bigger share of revenue.

Pells was joined by New York-based data journalist Larry Fenn who started digging. After scouring season-opening rosters from the last 14 years, Pells and Fenn had the data: Average experience in the league was going down consistently as every team chose younger players over veterans who would earn more – even if the veterans were better players.

Pells then asked more than a dozen AP writers in the field for reaction from key players on the teams they covered, while Fenn worked with Top Stories designer Phil Holm, who produced insightful illustrations of the data. Pells also collaborated on videos that were used on social media and embedded in the story.

Other stories in the package included a profile of a typical 4-year player who is cut just as he became eligible for a larger contract, a piece on shortened careers at the center position, and a column foreshadowing collective-bargaining hurdles. Pells also did a story looking at how Super Bowl champions shed expensive players after winning the title.

The package was released in the week leading up to the Super Bowl, commanding attention across the football landscape and getting about double the usage of typical top sports stories. Senior Vice President and Executive Editor Sally Buzbee called it a blueprint for how to plan coverage around big events by timing enterprise and breaking news when attention is high.

For using data and creative storytelling to quantify one of the NFL’s central issues and break news during the biggest sports week of the year, Pells, Fenn and Holm share AP’s Best of the Week award.

​AP analysis: Legal sales of recreational pot impact medical marijuana users

As states that permit sales of only medical marijuana transition to legalizing recreational use of pot, Portland reporter Gillian Flaccus noticed a trend in Oregon: most medical pot dispensaries were closing. She asked why, and what were the effects on patients?

Teaming with Los Angeles-based data reporter Angel Kastanis, the AP set out to answer that question. Kastanis had spent six months compiling a first-of-its-kind national data set on medical marijuana patients, and Flaccus used it to produce an exclusive all-formats package showing that when states legalize pot for all, medical marijuana patients often are left with fewer, and costlier, options.

Flaccus’ story was one of the most popular on AP with strong reader engagement. And Kastanis plans to update the data set twice a year, allowing AP and its subscribing data customers to track industry trends.

For making the AP the go-to source for data trends on medical marijuana and shining a light on the unexpected negative consequences for patients of legalizing recreational pot use, Flaccus and Kastanis earn AP’s Best of the Week honors.

AP Exclusive: Closing of coal plant on tribal land upends a community and a culture

Coal-burning generating plants are closing in the U.S., and coal mines are shutting down amid worries of climate change and the new economies of renewable energy.

Against that backdrop, correspondents Felicia Fonseca and Susan Montoya Bryan traveled to Arizona’s remote Navajo Generating Station to the tell the story of workers, their families, a community and the tribal nations who have depended on coal and are feeling the profound effects of the plant’s impending closure. 

In their all-formats package, the pair let workers explain what they were losing, and how the local economy is taking a massive hit with millions of dollars of revenue no longer flowing to the Hopi and Navajo tribes.  

For a comprehensive, compelling look at the impact of coal’s decline on a community and a culture, Fonseca and Montoya earn this week’s Best of the States award.

Count every vote, call the winners and report fast, accurate election news: There’s an AP for that

Coverage of U.S. elections is one of the AP’s most crucial missions, carried out in a sprawling but hyper-meticulous operation that stretches company-wide and brings order and clarity to the nation’s patchwork voting system.

In this year’s election cycle, upended by partisan feuding, a steady stream of disinformation and a global pandemic, the AP built on 172 years of election experience to deliver stories, photos, videos and graphics in innovative ways that didn’t just tell the story of who won, but why as well. Among the highlights was a new feature called Explainer that offered contextual looks at the reasons behind race calls for each state, bringing greater transparency to AP’s decisions when it has never mattered more.

Success on a story this massive can happen only with months, even years, of diligent planning, strong execution and the dedication of hundreds of AP journalists and support staff. AP: Some chiropractors profiteering, undermining vaccines

joined forces to document anti-vaccine activism among a vocal group of chiropractors.Rhode Island-based reporter Smith has been closely tracking anti-vaccine activists. That diligence paid off with a story on a group of influential chiropractors who are becoming leading voices against vaccines and coronavirus safety measures. They’re making money by peddling alternatives as they work to weaken vaccine-related state laws and policies across the U.S., undermining one of the key tools in fighting the pandemic.

The report by Smith and statehouse reporters Bauer in Madison, Wisconsin, and Catalini in Trenton, New Jersey, spotlighted an industry that has had little scrutiny during the pandemic. It started out as a tip: Chiropractors attending an anti-vaccine conference in Wisconsin had earned continuing education credits valid toward their licenses. It reminded Smith that a group lobbying against vaccines, Stand for Health Freedom, had been co-founded with chiropractors.The trio scoured public databases to find states allowing CE credits for the anti-vaccine conference, dug up chiropractic board meeting minutes, tracked down statehouse testimony and public comment by chiropractors in numerous states, reviewed news reports and mined digital tools along with interviews of chiropractors, lawmakers and public health advocates to establish that:

— 10 states gave CE credits for the anti-vaccine conference, and that it brought in tens of thousands of dollars in revenue to the chiropractic group and college that sponsored it— Chiropractors have worked to influence vaccine-related legislation and policy in at least 24 states since 2019; a chiropractor-backed group running several lobbying campaigns has never registered as a lobbyist— Dozens of chiropractors use their websites to discourage patients from getting vaccines— Chiropractors are advertising on Facebook and Instagram to sell anti-vaccine products— A California chiropractic group raised $545,000 for anti-vaccine activist Robert F.
