ONLY ON AP: FEMA sells trailers for pennies on the dollar despite high demand from disaster victims

In the wake of Hurricane Harvey hitting Texas in August, Emily Schmall in Fort Worth, Texas, and Michael Sisak in Philadelphia teamed up to report exclusively that the Federal Emergency Management Agency had sold off scores of trailers with little to no damage in the days leading up to the storm. Their reporting had an immediate impact: FEMA said it had halted the auctions and would evaluate whether any of the units could be used for Harvey victims.

Fast forward to November, when Sisak noticed the auctions had resumed. Working with Central Desk editor Jeff McMurray, Sisak and Schmall took a pointed look at government waste, showing how FEMA was selling gently used trailers for pennies on the dollar rather than making them available for disaster victims.

For resourceful reporting that broke new ground, Schmall and Sisak share this week’s Best of the States prize.

AP staffers surmount dual disasters in Mexico and Puerto Rico

First, a 7.1 magnitude earthquake rocked Mexico, killing hundreds. Then, a day later, a category 4 hurricane pummeled Puerto Rico, leaving millions of people without power and with little water.

Two major calamities, one sterling response: Staffers of The Associated Press went to heroic lengths to tell the world the stories of two places battered by disaster. Their efforts were led to extraordinary achievements – in text, photos and video – and the Beat of the Week.

COVID victims remembered in revealing illustrations

revisited the families and friends of 10 people among more than 60 victims of COVID-19 previously profiled by AP in 2020. Over the course of the pandemic, the global cooperative’s journalists have aimed to capture the human toll, one soul at a time. They’ve portrayed the deceased across ages, races, nationalities and social class, and documented the impact of losing someone. For this final Lives Lost story, reporters wanted to know how survivors were coping and ask what they remember most about their lost loved ones. But instead of photos or video, AP made illustrations of revealing objects or other telling details associated with the departed. Even during a very busy news week, the story and illustrations were widely used by news outlets. Victims of the Paradise wildfire; stunning portraits of how they lived and died

The wildfire that consumed Paradise, California, claimed 85 lives while virtually burning the town off the map. But beyond those facts lay a rich narrative of the individuals who perished while calling Paradise home.

AP San Francisco reporters Janie Har and Jocelyn Gecker set out to tell the stories of the victims of the deadly Paradise fire far more comprehensively than was possible in the immediate aftermath: Who were they? Where and when did they die? Did they even have a chance to flee?

To paint a picture of how the tragedy unfolded, the pair spent months tracking down family members – many of whom were wary – to talk about their loved ones, assuring them that AP’s coverage would be more than a recitation of the grim facts. Interviews with California fire officials, a newly available simulation of the fire’s movement on the fateful morning and public records requests enabled AP to produce an interactive graphic giving the exact locations where people died and their approximate times of death.

The result was a riveting package that coupled intimate portraits of the victims with the circumstances of their death. Most never had a chance to flee their homes as the fast-moving fire barreled through.

The moving package was well-received by members throughout California and from coast-to-coast.

For carrying the Paradise story forward with enterprising, sensitive work that focused on the victims’ narratives, Har and Gecker share this week’s Best of the States award.

Historic flooding in Louisiana

Many media were slow to respond to the historic flooding in Louisiana this month, but not The Associated Press. AP journalists provided timely, perceptive and poignant spot and enterprise stories from the very first hours of the torrential rains.

Aggressive cross-format coverage by a staff focused on stories of real people were key to covering the disaster. In text, the reporters included New Orleans administrative correspondent Rebecca Santana; Baton Rouge correspondent Melinda Deslatte; and newsmen Mike Kunzelman in Baton Rouge and Kevin McGill in New Orleans. Freelance photographer Max Becherer and video journalists John Mone of Houston, and Josh Replogle of Miami rounded out AP's team on the ground.

The ‘Left Behind’; AP profiles the other victims of opioids

As the opioid epidemic barrels into its third decade, it’s increasingly hard to find fresh ways to report on the problem. One group that has always been present, usually in the background of stories, are the parents, hundreds of thousands of them who desperately tried to save their children, then buried them anyway. Louisville, Kentucky-based national writer Claire Galofaro chose to focus on them, the survivors who have lost the most to the epidemic.

The project involved journalists across formats throughout the country – Jae Hong, Steven Senne, Pat Semansky, Jeff Roberson, Mark Humphrey, Rodrique Ngowi, Krysta Fauria, Dario Lopez, Ricardo Alonso-Zaldivar and Carla Johnson – teaming with Galofaro and enterprise editors Pauline Arrillaga, Jeannie Ohm, Raghu Vadarevu and Enric Marti to think creatively about how text, video, multimedia and photos could work together.

The result was two beautifully written narratives paired with photographs, an extensive Q&A about the epidemic, a full video story and three digital videos in which we hear three different mothers talking about the extreme lengths they went to to try and save their children.

The series struck a raw nerve – engagement was extraordinary: The main story was No. 1 on apnews.com the day it ran, and it appeared on newspaper front pages nationwide. A week later, news outlets were still using it. Hundreds of readers sent emails and tweets. More than one person said that they felt like they were sitting with these families in their living rooms.

For a cross-format effort so intimate, so devastating, it recaptured the attention of a nation that had been exhausted by stories about the opioid epidemic, the team that produced the Left Behind package wins this week’s Best of the States award.

AP leads all-formats coverage of opioids settlement, victims

spearheaded all-formats coverage of the landmark opioid bankruptcy settlement involving OxyContin maker Purdue Pharma while keeping victims’ voices at the forefront.In the days leading up to the settlement, Mulvihill — a member of AP’s State Government Team who has been AP’s lead writer on dozens of opioid cases in recent years — wrote preparedness, contacted all the key parties to understand what the federal judge might do, and lined up numerous victims and opioid treatment advocates for comment. He and others coordinated with photo and video journalists to ensure strong visuals on the day of the settlement and to accompany a victim-focused story for the next news cycle.When the Purdue decision was imminent, Mulvihill immediately contacted the filing team, prompting the team to alter the prepared alert and story lead to more accurately reflect what the judge was deciding. He then co-reported the follow-up story that focused on how opioid victims and their families were reacting to the end of the legal case against Purdue. Masterful reporting reveals the victims of Ethiopia’s Tigray war

used a distinctive, nuanced approach to explore one of the biggest unknowns in Ethiopia’s yearlong Tigray conflict: the death toll.The story, funded by a grant from the Pulitzer Center on Crisis Reporting, went beyond the numbers, humanizing the horrific toll of the war through a Tigrayan man, Desta Haileselassie, who collects the names of the dead — a groom, a lawyer, an ambulance driver — more than 3,000 Ethnic Tigrayans confirmed so far. He reluctantly revealed to Anna that 19 members of his own family had died. Video journalist Keyton and stroytelling producer Castañeda conducted a delicate interview with Desta in Stockholm, while Anna, AP’s East Africa correspondent, attended online. The listkeeper was deeply affected by his experience but the journalists earned his trust, gently eliciting information from him while careful not to re-traumatize him.The resulting package is powerful and engaging — and balanced, noting atrocities and victims on both sides of the conflict. It introduces victims by name and goes on to tell their stories. At its most personal it focuses on Desta’s mother, whom he hasn’t been able to reach since June. Instead he listens to recordings he made of her voice.The photos and presentation by Castañeda are no less compelling as AP continues to lead coverage of the Tigray conflict despite severe restrictions on access. leveraged years of source building and evenhanded reporting on opioid litigation in the U.S., securing rare access in all formats to an unprecedented federal court hearing in the most high-profile opioids case in the U.S.In the virtual hearing, people who had become addicted to opioids, and the parents of children lost to addiction, would finally confront members of the family that owned Purdue Pharma, maker of OxyContin. Trump photo from emotional meeting with shooting victims and families goes viral

The tears, grief and tension of President Donald Trump’s listening session with shooting victims and families after the Florida high school massacre were profound. Washington photographer Carolyn Kaster’s job was to capture the compelling event in images. That’s no easy task at the White House, where events are tightly managed and photographers’ movements are highly restricted.

But Kaster, working with photo editor Jon Elswick, overcame these obstacles and delivered an image of a hand-written note held by the president that quickly went viral and became one of the most talked-about stories of the day. The image wins Kaster and Elswick the Beat of the Week.
